About the Position: The person in the position will serve as the Health System Specialist in a Medical Treatment Facility (MTF) and will be responsible for the comprehensive administrative support to the Department Chief to include personnel, budget, administration, and logistics. Incumbent is also responsible for the development and completion of special projects as assigned. This is a Direct Hire Solicitation

Duties

Monitor the Military Healthcare System (MHS) for trends, analysis, and comparisons, gather and interpret data. Provide substantive management support in the areas of program cost analysis, annual and multi-year fiscal planning, and development of annual health promotion programs. Develop and/or assist with the implementation of metrics for program evaluation. Advise Supervisor of ongoing allocations that require re-budgeting due to changes in program staffing, new facilities, locations, requirements to maintain accreditation, or other situations. Monitor propriety of expenditure requests, use and reimbursement rate of budgeted funds. Monitor and/or coordinate personnel matters (e.g. recruitment and placement actions, removal and suspension actions, EEO complaints, denial of within grade actions, performance management, etc.). Manage, monitor and/or ensure Joint Commissions and required inspection compliance.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 2 security investigation or access for the duration of employment. A background investigation and credit check are required.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
