The Human Resources Specialist position is located in the Office of Deputy Director, Office of AO Human Resources (AOHR). The AOHR is responsible for providing human resources service to the AO management and staff; and developing and administering the AO's human resources management and pay system consistent with the Administrative Office Personnel Act of 1990 and other federal statutes.
Duties
The Human Resources Specialist position in the Office of AO Human Resources (AOHR) will provide support in the areas of staffing, recruitment, and comprehensive personnel processing services. This includes advising managers on recruitment and staffing strategies, posting job announcements, conducting qualification analysis, and preparing personnel actions, etc. The ideal candidate must have excellent communication and organizational skills, experience in a team environment and the ability to work collaboratively with all stakeholders both internal and external to the AOHR.
The duties of this position include, but are not limited to:
Providing guidance, consultation, and assistance to managers and supervisors on recruitment and onboarding procedures to include qualification requirements, applicant examination, pay setting, benefits, personnel actions, position management, and information systems programs.
Working collaboratively with subject matter experts to conduct a job analysis to develop effective assessment tools and position duties for several high-volume staffing priorities.
Applying knowledge of OPM Classification and Qualifications Standards to ensure written information adheres to agency staffing rules.
Utilizing the automated federal hiring system, USA Staffing, to create vacancy announcements, assess large volumes of applications to determine minimum qualifications, adjudicate veterans' preference, create, and issue certificates of eligibles, audit selections, and send applicant notification letters.
Responding to applicant inquiries via telephone and email regarding a variety of human resources issues such as application and selection procedures, pay-setting, and basic benefits.
Implementing the agency's pay-setting practices, extending tentative job offers, setting fingerprint appointments, and preparing case files for initial suitability review.
Conducting new employee orientation and preparing all onboarding documents to include coding SF-52s, reviewing service credit criteria and calculating service credit, and requesting individual records and other agency transfer documents.
Maintaining case file documents and closing out cases.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Managing routine to complex staffing and recruitment functions in federal and/or private sector;
Developing and advising managers on recruitment strategies; and
Using an automated staffing system to create vacancy announcements, perform qualifications review of applicants, and issue certificates of eligibles.
