The incumbent serves as a Fiscal Accounts Supervisor within the Veterans Health Administration (VHA), Office of Finance, Debt Management department. The incumbent researches, creates, approves, audits, collects, suspends, cancels, terminates, and maintains bills of collection; responds to provider, beneficiary and internal inquiries regarding debts, payments and waiver requests.
Duties
Major Duties:
Serves as a Fiscal Account Supervisor of the Debt Management Department, which includes bills of collection, billing, and Third-Party Subrogation (TPS). Incumbent assists in planning, coordinating, and directing the full scope of operations within the Debt Management Department. Delegates responsibility for determining the organizational structure, expenditures, and programming requirements for the Department. Incumbent assists in providing personnel management and ensuring compliance with established policies and procedures. Provides guidance and leadership to the respective team employees in order to meet and exceed mission requirements. This includes assigning and reviewing work, assessing project status, and providing guidance on priorities.
Plans work to be accomplished by subordinates, sets and adjust short-term priorities, and prepare schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the department; recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed.
Serves as Process Owner of Debt Management and Third-Party Subrogation and related tasks. Serves as process owner, or co-owner on a team, for tasks the incumbent is assigned in either a primary or backup capacity. Serves as the leader responsible for the design, modification, and operation of a debt management system that integrates into accounting and budgeting systems, all of which support multiple national level health benefit programs. Devises strategy, budgets, plans, performance metrics, risk assessments, goals and agenda for the debt management programs and Third-Party Subrogation. Analyzes the causes of debt and the impact of debt management system processes and procedures on customers and clients. Integrates, coordinates, monitors, supervises, and controls all debt management operations and Third-Party Subrogation.
Develops metrics to track effectiveness, efficiency, and workload volume of assigned tasks. Briefs management on debt and TPS metrics.
Identifies potential operational issues and takes the lead in the development of action and/or recommendations to address those issues. Coordinates within the VHA Office of Finance and Payment Operations and with other entities in the establishment of new initiatives. Oversees the implementation and ongoing analysis of goals, objectives, operations, trading partner relationships, and agreements.
Develops position papers on program issues for presentation to VHA Office of Finance and Payment Operations senior staff and/or senior VA officials.
In the absence of the Debt Management Chief, may assume the duties of the Chief.
Performs other duties as assigned.
Work Schedule: Monday-Friday, 8 hour shift between 8 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Assists in planning, coordinating and directing the full scope of operations within the Debt Management Department.
2) Devises strategy, budgets, plans, performance metrics, risk assessments, goals and agenda for the debt management programs and Third-Party Subrogation.
3) Ensures criteria to measure assigned tasks comply with applicable VHA Office of Finance policy, Veterans Health Administration policy, Department of Veterans Affairs policy, Office of Management and Budget policy, Treasury policy, Federal statues, and Appropriations Law.
4) Develops metrics to track effectiveness, efficiency, and workload volume of assigned tasks.
5) Give advice, counsel, or instruction to employees on both work and administrative matters.
