This position serves as the Data Analyst and Administrative Consultant for the Organizational Health Unit within the VISN 8 Network, located in Tampa, Florida and reports to the Supervisory Organization Development Psychologist.
Duties
Duties include, but are not limited to:
Responsible for the analysis, design, development, testing maintenance, and support of various software applications.
Independently designs and implements data reporting systems for retrieving and displaying statistical data from VA databases.
Initiate, conceptualize, design and test user-centered, best-in-class health information technology products based on business and functional requirements, user research, market analysis, customer feedback, and a thorough understanding of usability best practices.
Provide oversight for the total quality management of information delivered to internal and external stakeholders as well as specific ad-hoc reports and analyses. Analyze data sets using methods to produce descriptive statistics (e.g., standard deviation, mean, median, mode, range, etc.), visual data depiction and other data representations, as needed.
Prepare data sets for analysis, performing quality analysis to identity gaps and issues, determining/executing needed actions.
Design, develop, and maintain internal/national products including project databases, reports, decision support tools, LEAF, SharePoint and dashboards.
Create and refine highly complex health care system-level databases to provide efficient, integrated automation, governance, and standardization to secure data.
Uses multiple software packages and operating system environments suitable for working with large datasets. Contributes to and maintains a transparent and reusable data architecture for VA health data. Verify that projects follow patient information protection rules and work with the Information System Security Officers and facility Privacy Officers as needed.
Facilitates and actively manage sharing of specific data tables across VHA and partner organizations when approved.
Attends conference calls or briefings about relevant research activities in lieu of the Director or Deputy Director, review materials, and report on these activities.
Tracks assigned projects including change control, documentation, and notification to key stakeholders. Develops and maintains data definitions for assigned reports in easily understood language, and in the format prescribed.
Applies best design aesthetics under tight deadlines, while effectively managing trade-offs between business needs and customer benefit.
Work Schedule: Monday thru Friday, 7:00am - 4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
Utilizes multiple software packages and operating system environments suitable for working with large datasets.
Contributing to and maintains a transparent and reusable data architecture for VA data.
Monitoring compliance with data security requirements and regulations and facilitate the protection of large volumes of highly sensitive patient information.
Skill in data modeling methodologies, including the delivery, formalization and documentation of existing processes and events that occur during query design and development.

Physical Requirements: The work is primarily sedentary, although the work includes some walking and carrying of light- to medium-weight items such as reports and manuals. The work often requires long hours to meet project deadlines and devise corrective action and solutions to unexpected technical and/or management crisis resulting in highly stressful work situations. The incumbent is expected to be in occasional travel status and participate in some overtime work at night and on weekends while working on VISN, National and local projects.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. The work environment involves the normal risks and discomforts typical of administrative work in a medical care delivery setting.
