The primary purpose of this position is to implement a Performance Improvement program a the Health Care System level. The position is responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training.

Duties

Knowledge of and skill in the use of computers and software applications such as Microsoft Word, PowerPoint, Excel and Visio, Teams, as well as new software that may be added as required. Ability to utilize electronic mail to transmit and receive information. Ability to interact appropriately with a variety of individuals such as other VA Innovators, VHA Innovators Network Directors, OIT, Fiscal, facility leadership and other leaders and team members to help develop a culture of innovation nationally across the VA. Able to work across site boundaries with other Innovation Specialists and stakeholders across the VA to share ideas and best practices, identify and work through barriers, and leverage knowledge to enhance cohesion of the VA Innovators across sites. Ability to present ideas as well as visualize needed changes and improvements, and demonstrate willingness to improve processes and team relationships. Ability to determine appropriate course of action based on the nature of the problem to be solved, utilizing initiative, persistence and flexibility. Ability to organize and manage teaching and training events, workshops, and programmatic events such as Innovation Fairs and exhibits. Ability to develop and execute training activities for VA employees at the facility and national level, as well as organizing events both internal and external to the VA in order to facilitate innovation activities. Ability and knowledge to develop new innovations to create the best possible experience for Veterans and their families, identify opportunities to improve service and program performance. Ability to establish performance measures for assessment of innovation impact and value to the organization, rating the clinical value, operational value, financial value, and customer value of the innovation. Ability to plan work, apply suitable practices, procedures and methods, formulate conclusions and make recommendations for resolution to higher level staff, while maintaining flexibility in proposing potential paths forward for the organization. Ability to use sound judgment in interpreting guidelines or developing policy statements, independently and routinely explore options and solve problems with external partners, and effectively weigh policy requirements, customer needs or desires, and the potential impact of proposed innovative solutions. Work Schedule: Monday to Friday 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. General Adjustment SF-50's with the effective date of within the last year do not provide the information to reflect time-in-grade requirement has been met and therefore cannot be the only SF-50. If you are currently serving in a Hybrid Title 38 position, your SF-50's must reflect you have been in the position longer than one year. Preferred Experience: Skilled with facilitation and team dynamics management. Knowledge of human centered design. Experienced with project management. Familiar with purchasing coordination. Individual Occupational Requirement Undergraduate and Graduate Education in a Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Experience of progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing electronic mail to transmit and receive information. Utilizing computers and software applications such as Microsoft Word, PowerPoint, Excel and Visio, Teams. Organize and manage teaching and training events, workshops, and programmatic events such as Innovation Fairs and exhibits. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying.
