The incumbent is directly responsible to the Chief of Biomedical Engineering service, in support of administrative functions, but also provides support for the sections within the service: Biomedical Engineering Management, Biomedical Computing Section, and General Biomed Section.
Duties
The Administrative Officer is responsible for the independent performance of specialized administrative duties as delegated, involving a wide variety of situations. Major duties include, but are not limited to:
Incumbent is responsible for planning, development, direction, and evaluation of Biomedical Engineering Service organizational and functional operations. Incumbent will assist in the daily oversight of all administrative functions within the Biomedical Engineering Service, in addition to strategic planning, program budgeting, program data analysis, and performance improvement.
Duties require the ability to apply specialized administrative management principles and practices to support a health care delivery system, especially as this relates to understanding the function of all services offered by the Biomedical Engineering Service and coordinating these with hospital operations.
Incumbent ensures efficient and effective operations across all aspects of the Biomedical Engineering Service. Incumbent researches and develops monitoring techniques through use of data collection and analysis to rack operations efficiency.
Incumbent uses analytical knowledge and data gathered to make recommendations to the Biomedical Engineering Service leadership on how improvements can be made to operations. Incumbent reviews/revises existing policies and procedures to ensure they are still effective and up to date. Incumbent drafts new policy for the Biomedical Engineering Service, as well as Facility wide memorandums.
Incumbent is responsible for the Biomedical Engineering Service's Customer Satisfaction program, which includes data collection/analysis, reporting, program review and interfacing with all levels of staff within the facility. Incumbent prepares reports and presentations for the Biomedical Engineering Service and serves as liaison representing the Biomedical Engineering Service at meetings. Incumbent monitors the Biomedical Engineering Service's performance metrics and makes recommendations for improvements. Incumbent tracks, completes and submits local, VISN, and National action items for the Biomedical Engineering Service.
Incumbent manages budgetary operations for the Biomedical Engineering Service. This includes developing budget projections, budget requests, budget reporting, reviewing FCP expenditures and OT usage. Incumbent will work closely with Fiscal and Accounting representatives. Incumbent manages all contract operations and coverage for the service. Incumbent must plan contracts and project contract needs to ensure continued operations. Incumbent will work with Supply Chain Management (Logistics) and contracting to ensure timely resolution to all requests. Incumbent manages the purchase card program for the Biomedical Engineering Service.
Incumbent manages human resource operations for the Biomedical Engineering Service. This includes, but is not limited to recruitment, personnel actions, performance monitoring, awards, time and leave documentation and tracking. Incumbent will work with each supervisor to ensure actions are performed in a timely manner. Incumbent will also manage the training program for the service, developing training plans for each employee, researching, and securing training, managing training costs, and tracking performance measures tied to training.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
In addition to the Time-In-Grade Requirement, you may qualify based on your experience and/or education as described below:
Specialized Experience GS-9 Grade Level: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience participating in planning process and review of budgetary and fiscal data; Experience maintaining Electronic Inventory Listing (EIL) for the service and reporting of excess or loss of equipment; Experience developing and maintaining service reports using Excel, Power Point, and other software programs; Experience working with Human Resources for classification, filling vacant positions, and employee relations; and experience gathering and evaluating data to make substantive recommendations for program improvements.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education in excess of 1 year to be creditable.

Physical Requirements: Work is primarily sedentary although some stooping, bending, and carrying for retrieval of administrative materials and inventory equipment/supplies are required.
