Duties

Gather information and data necessary to complete reviews from on-site examinations and through research of lands records and related documents. Responsible for calculating and determining routine realty and lands cost recovery; rental and monitoring fees and bonds; and will accurately determine land ownership and status. Serve as a Realty Program liaison, establishing effective working and outreach relationships with local government, the general public, employees of State and Federal agencies, private industry, and Bureau employees at various levels. Establish relationships with all interest groups on matters related to public land realty needs. Prepare environmental assessments on routine and non-controversial realty casework, Lead or conduct routine on-site compliance examinations on rights-of-way, permits, Recreation and Public Purposes, and other use authorizations to assure compliance with stipulations. Act as a point of contact for the Realty Program within the office.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To Qualify for the GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: researching and analyzing public lands realty case work (such as application adjudication, researching land status, writing legal land descriptions, assisting with processing simple rights-of-ways and temporary use permits). -OR- Education: I have a master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree in a field that provided the knowledge, skills and abilities necessary to do the work or LL.B. or J.D., if related. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. To Qualify for the GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: research and analyzing public lands realty case work (such as rights-of-ways, temporary use permits, exchanges, public sales, recreation and public purposes leases/patents, airport leases/patents, land classification, withdrawal, State selections, trespasses, etc.). -OR- Education: I have a Ph.D. or equivalent doctoral degree. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Field work routinely requires physical exertion such as long periods of standing or walking over rough, uneven, rocky surfaces or mountainous terrain; recurring bending, crouching, stooping or reaching; using hand tools such as shovels, trowels, or screening devices; and lifting of moderately heavy items such as equipment and samples. Working Conditions: The work regularly involves moderate risks or discomforts which may require special safety precautions, e.g., adverse weather conditions, hazardous driving conditions, irritating or occasionally hazardous chemicals; hostile wildlife; and travel in off-road vehicles. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
