Duties

The primary purpose of this position is: To serve as Headquarters (HQ), United States Central Command (USCENTCOM), Operations Directorate, Command and Control Division, Command and Control Interoperability Element (CCIE) Branch Chief responsible for USCENTCOM program management and oversight of United States (U.S.) and regional partner bilateral Command and Control (C2) interoperability programs supporting Chairman of the Joint Chiefs of Staff and Combatant Commander requirements. Duties: Plans, organizes, and oversees the activities of the Coalition Command and Control Interoperability Element Branch, ensuring U.S., allied and bilateral regional partner secure C2 interoperability policies and practices are developed, promoted and utilized to meet USCENTCOM mission and operational objectives. Exercises supervisory personnel management responsibilities. Represents the CCIE Branch, Command and Control Division, Director of Operations, and USCENTCOM at DoD, Service, Agency and foreign country forums promoting and supporting secure interoperability requirements in support of the USCENTCOM Theater Campaign Plan Lines of Effort (LOEs) including regional stability, freedom of movement and security cooperation. Serves as focal point for all Letters of Request supporting Foreign Military Sales of secure U.S. C4I systems with regional partners.

  • Incumbent may be required to perform periodic travel (CONUS and OCONUS) in commercial and military aircraft.
  • Position requires accompanying the HQ USCENTCOM staff and performing assigned duties in both exercise and actual wartime situations. This may require operation in both field conditions and a combat zone.
  • Must be able to obtain and maintain a TOP SECRET/SCI security clearance.
  • Incumbent may be required to work rotating shifts, weekends and federal holidays throughout the year.
  • Incumbent is considered “Mission Essential” and subject to recall during off-shift hours seven days a week, twenty-four hours a day.

Qualifications

Conditions of Employment (cont...) This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. LAUTENBERG AMENDMENT: This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. This position is emergency-essential (EE). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires the incumbent, or designated alternate, to be removed from any military recall status. While deployed to an overseas location, the E-E duties require the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DOD) civilian uniform while deployed. Some of CENTCOM's AOR has been considered "war zone" hazardous duty. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, GS-0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative secure C2 interoperability activities with U.S., allied and foreign partners for the assessment and improvement of command level combined plans, operations exercises; knowledge of current and future secure C2 systems and capabilities required to establish secure interoperable connections from the tactical, operational and strategic levels with C4I systems in order to exchange authorized U.S. Classified Military Information and classified Foreign Government Information using protected networks; Expert knowledge of Information Management, Knowledge Management and Information Capture and Knowledge Exchange Information Technology services, applications, processes and practices in support of the missions and operations; Comprehensive knowledge of practices, guides, and broad range of operating techniques concerning both standard and unique telecommunications systems design installation and concept of operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of combatant command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations to include in-depth knowledge of policies, procedures of the COMSEC Release to Foreign Nations and its direct impact on the USCENTCOM Theater Strategy. Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major Joint Command and Control, Coalition C4I Interoperability activities such as operations, exercises, special operations, or similar operations to include Knowledge of Foreign Military Sales (FMS) process, Letters of Request (LOR), Letters of Acceptance (LOA), Pricing and Availability (P&A), and associated timelines. Ability to plan, analyze, organize, adjust, and direct the work operations of multiple organizational segments to meet established program requirements and objectives utilizing available resources and simultaneously function as an effective leader mentoring, motivating, and apprising a small staff. Demonstrated interpersonal skills, including the ability to collaborate effectively in networks and communities of practice and with senior staff and managers. Skilled in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe military operational and contingency areas. Ability to prepare and communicate effective oral presentations and written correspondence, persuasively negotiate complex issues, and simultaneously maintain good working relationships with HQ USCENTCOM Staff, other U.S. Government agencies, military services personnel, and partner nation country personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
