Duties

Duties at the GS-7 and 9 will be developmental working towards the GS-11. Provide training to supervisors and employees on Human Resource programs. Provide advice on a variety of human resources programs, research and interpret policies and regulations regarding human resources programs. Give job offers and do Onboarding. Help employees fill out documents and give new employees information on working for the Federal Government. Assist managers and supervisors in job analysis and completing recruitment documents. Perform the full range of recruiting under merit promotion and delegated examining. May assist managers and supervisors in developing position descriptions and provide classification advisory services.

Qualifications

No assumptions will be made about your experience. GS-7 You must possess one (1) full year of specialized experience at or equivalent to the GS-5 level. Specialized experience is (1) researching, analyzing, and applying policies, regulations, and standard procedures to perform work in a human resources program area under the guidance and direction of senior human resources specialists or a supervisor and (2) providing guidance and consultative services for a human resources program area to acquire, or exchange facts or information needed to complete assignments. -OR- Education: Successful completion of one full year of graduate level education in human resources management, or a closely related discipline. - OR- Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in Human Resources. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. GS-9 You must possess one (1) full year of specialized experience at or equivalent to the GS-7 level. Specialized experience is (1) providing information, advice, and policy guidance on recurring staffing issues; (2) experience using automated computer systems relevant to the management of human resources programs; and (3) experience providing recommendations and assisting employees and supervisors in successfully resolving issues. -OR- Education: Successful completion of two full years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a human resources management, or a closely related discipline. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. GS-11 You must possess one (1) full year of specialized experience at or equivalent to the GS-9 level. Specialized experience is (1) advising management on recruitment and placement strategies; (2) developing, advertising, and auditing Merit Promotion and/or Delegated Examining Unit vacancy announcements, ensuring that they adhere to OPM regulations; and (3) researching, adapting, and applying federal human resource laws, regulations, practices, and procedures related to recruitment and staffing. -OR- Education: Successful completion of at least three full years of graduate education or a Ph.D. or equivalent doctoral degree from an accredited college or university in a field directly related to human resource management, or related disciplines. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
