You will serve as an Administrative Support Specialist for the Small Business Administration (SBA), Office of Capital Access (OCA), Processing and Disbursement Center - PDC in Fort Worth, Texas.

Duties

As an Administrative Support Specialist at the GS-0301-7, some of your typical work assignments may include: Work with AO or Deputy in formulating budget projections and requests for funds on a quarterly basis. Provide data needed for budget projections. Assist the AO and the Deputy AO in assessing the effectiveness of all the administrative functions performed in the department e.g., budget, procurement, space and lease acquisition, telecommunications, payroll, travel, supply, accountable-property, warehouse management, and collateral cashier operations. Monitor each function with the goal of improving the efficiency of the function, and lessen the paperwork required (if possible) and researching ways of improving customer service Conduct cost/benefit analysis on significant salary and expenses costs such as clerical support, travel and transportation, office space, various mail options, etc. IMPORTANT NOTES: This job will close when we have received 75 applications which may be sooner than the closing date. THIS POSITION IS REQUIRED TO REPORT TO THE PDC OFFICE LOCATED AT 14925 KINGSPORT RD, FORT WORTH, TX 76155. The Term Appointment does not confer competitive status, reinstatement rights, or eligibility for non-competitive conversion to a permanent job to the individual(s) selected. You may be promoted or reassigned to another term position within SBA's Office of Capital Access; however, you may not be non-competitively appointed to another Federal position. You will be given an initial Term Appointment lasting more than 1 year, but not more than 4 years. If all other conditions of employment are met, this appointment may be extended, up to a total of four (4) years in increments determined by SBA. If selected, employees work on an intermittent (on-call) work schedule. This means that employees are in a pay and duty status only when activated to respond to workload needs, especially in response to heightened disaster activity. When no longer needed, employees return to a non-pay status until the next event necessitates additional staff. However, depending on the workload and/or level of disaster activity, your work schedule may be changed to full-time. Subsequently, if the workload decreases, your work schedule may be changed back to intermittent. Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and twelve to fourteen hours a day). A valid driver's license may be required. You may be required to travel to a disaster site during increased disaster activity for extended periods with little or no advanced notice. If so, you may encounter hazardous working and/or living conditions; i.e., no water or electricity and/or minimal lodging facilities. Travel expenses are compensated based on SBA policy and Federal regulations. Additional selections may be made from this announcement if identical vacancies occur within 180 days from the closing date. This position is not included in a bargaining unit.

Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below. You must meet all qualification requirements by the closing date of this announcement. You may qualify based on experience, education or a combination of both. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or you will be rated "Ineligible" for that grade level. GS-07: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-05 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following: Process staff time and attendance entries such as required leave requests, premium pay requests, and telework requests AND/OR assist in the procurement of goods and services; Assist in the archival management of Agency records AND/OR assist with the management and tracking of accountable property; AND Uses a phone system to answer and transfer calls to pertinent parties; AND/OR research appropriate regulations and guidelines related to administrative support functions

Education

If qualifying based on education, you must submit transcripts by the closing date of this announcement or you will not be found eligible.

GS-07: Bachelor's degree with GPA of 3.0 or better (Superior Academic Achievement) OR have at least one (1) year of graduate education, in a related field from an accredited college or university (see explanation below):

Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses.2. Grade-point average - Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed bases on 4 years of education, or as computed based on courses completed during the final two years of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.3. Election to membership in a national scholastic honor society.


A combination of experience and education as indicated above.
