This position is located in the Department of Labor's (DOL) Office of the Assistant Secretary for Administration and Management (OASAM). Departmental Budget Center (DBC). The DBC is responsible for overseeing all aspects of DOL's budget for justification, presentation, and execution functions and activities.
This position is inside the bargaining unit.
Duties
Major duties at the GS-09 grade level include, but are not limited to:
Applies existing budget guidelines, instructions, and personal judgment in reviewing and analyzing budget estimates, justifications, and/or financial problem situations to prepare initial recommendations for achieving the most efficient and economical use of resources.
Analyzes and verifies financial plans, allotments, apportionments, and any proposed changes for both technical and mathematical accuracy, compliance with policy, and consistency with approved operating budgets.
Coordinates and monitors the agency's presentation of its annual budget request to the Secretary, Office of Management and Budget (OMB), and Congress.
Reviews and gains familiarity with all guidelines and instructions issued by OMB and DBC for agency use in developing and executing agency budgets.
Analyzes emerging issues such as new legislative or program proposals and provides initial recommendations to the supervisor on their programmatic and budget implications.
Develops necessary statistical, program, and financial data and prepares detailed narrative reports.
Incumbent analyzes dollar trade-offs between programs, such as costs and benefits of alternative budgetary and corresponding program options, and effects of changes in program emphasis and new legislation on the budget.
Performs other duties as assigned.
Duties performed at the GS-11/12 levels are similar to those performed at the GS-09 level, however, at the GS-11/12 levels, duties will be performed under less supervision.
Requirements
- Must be at least 16 years old.

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
Applicants must meet at least one of the following Minimum Qualification requirements for education, specialized experience, or a combination of education and specialized experience.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
FOR GS-09
1) Specialized Experience: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07 in the Federal Service Experience in budget execution to compile, correlate, and consolidate individual estimates for items such as personnel salaries and expenses, travel, and contracts. Experience with and skill in applying commonly used budget and finance principles, practices, and methods of budget execution and the organizational structure, programs, and work methods of serviced components sufficient to determine whether obligations are within funding limitations in the approved budget.
OR
2) Education - Master's or equivalent graduate degree, or 2 years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D (if related).

3) Combination of Education and Specialized Experience as described below. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
For GS-11
1) Specialized Experience: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09 in the Federal Service. Specialized experience includes but is not limited to: Experience in budget formulation and execution to compile, correlate, and consolidate individual estimates for items such as personnel salaries and expenses, travel, and contracts. Experience with and skill in applying commonly used budget and finance principles, practices, and methods of budget execution and the organizational structure, programs, and work methods of serviced components sufficient to determine whether obligations are within funding limitations in the approved budget. Experience analyzing and evaluating changes in program plans and funding, and their effect on financial and budget program milestones.
OR
2) Education - 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

3) Combination of Education and Specialized Experience as described below. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas:
For GS-12
1) Specialized Experience - Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service. Specialized experience includes but is not limited to: Experience with budget and finance regulations, procedures and process for budget formulation to compile, correlate, and consolidate individual estimates for items such as personnel salaries and expenses, travel, and minor building maintenance. Experience with and skill in applying commonly used budget and finance principles, practices, and methods of budget execution and the organizational structure, programs, and work methods of serviced components sufficient to determine whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget. Experience analyzing and evaluating changes in program plans and funding, and their effect on financial and budget program milestones. Proven skill in analyzing budgetary relationships and developing recommendations for budgetary actions under conditions of time pressure and uncertainty. Experience interpreting source information about programs and financed and applying it to a budget.
For the GS-12 there is no education substitution for specialized experience. You must qualify using experience alone.
