The primary purpose of this position is to exercise CSRA supervisory (Level 4) and managerial authorities over assigned areas within the Military Personnel Flight assigned to the Force Support Squadron. Responsible for providing comprehensive advice on the full range of military personnel managemt functions to Commanders, key managers and supervisors.

Duties

Integrates a wide variety of both procedural and substantive work supporting one or more military personnel and pay programs, operations, or functions e.g., recruitment, induction, assignment, training, utilization, or separation. Performs the full range of tasks for assigned areas such as assignment, enlistment, reenlistment, promotion, awards, performance evaluation, routine boards, separation, or similar actions and can perform a complete review of records to determine eligibility for actions. Oversees updates, inquires, and processes actions on a wide variety of entitlement, allowance, and indebtedness actions by military personnel team members as well as processing these actions through military personnel data systems. Represents the Force Support Squadron with a variety of installation and functional area organizations. Establishes, defines, and implements requirements for military personnel programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements. Performs supervisory personnel management responsibilities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Manangement Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes ??????:Providing management oversight for activities assigned within a Force Support Squadron. The incumbent performs work that involves resolving or advising on complex problems and issues that typically require analyzing and/or troubleshooting a wide range of unusual conditions; and broader issues that require developing detailed procedures and guidelines to supplement existing guidance. The incumbent will perform work that will ultimately affects the objectives and effectiveness of agency HR activities, missions, and programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: When combining specialized experience and education, the total percentages must equal at least 100 percent. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, concepts, techniques, standards, processes, and guides of military Human Resources procedures to process transactions and records update that are a part of the HR information system sufficient to maintain data quality for the HR database. 2. Knowledge of military programs, objectives, policies, procedures to assure a comprehensive understanding of Military Human Resources programs/services. 3. Knowledge of the principles, concepts, techniques, standards, processes, and guides of Military Personnel/Pay Management and ability to relate to personnel systems. 4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to plan, organize, and direct the functions and mentor, motivate, and evaluate the staff. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
