This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: US Army Medical Materiel Development Activity (USAMMDA) is the DoD's advanced medical materiel development activity for products designed to protect and preserve the lives of Service members.
Duties
Engages in design, development, test and/or evaluation functions relative to providing medical solutions for military requirements to protect and sustain the force.
Systematic application of scientific knowledge toward the creation of new or substantially improved equipment, materials, instrumentation, devices, systems, processes, techniques, and procedures to perform a useful function or duty.
Technical expert responsible for the application of advanced theories, concepts, principles and processes for assigned area of responsibility (i.e. subject matter, function and/or equipment).
Assignments typically contain a combination of a significant number of complex features which involve serious or difficult to- resolve conflicts between engineering and management requirements.
Management and/or execution of a medical research, development, testing and evaluation program or a subpart of a program to include technical content and/or cost, schedule, and performance.
Preparing of overall systems plans and programs, developing requirements for work and resources, and initiating phases required in terms of milestones to be achieved.
Serves as an authority in the field and applying a broad background of experience and specialized knowledge to overseeing development of vaccines, chemical defense, biological defense, and combat casualty care pharmaceutical products.
Planning, direction, and coordination for the development of drugs and vaccines from Milestone 0 through Milestone III. Ensures development of drugs and vaccines through a cost and event discipline life-cycle acquisition process.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- Appointment to this position is subject to a three year probationary period.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Manager certification within 60 months as of entrance on duty.

USAMMDA participates in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-03 pay band is equivalent to the GS-13, Step 01 through GS-14, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.

Basic Requirement for Health Science Product Manager
Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Conducting medical research for the development of drugs, vaccines, devices, chemical defense, biological defense, and/or combat casualty care pharmaceutical products; (2) Develop medical research protocols to support a pharmaceutical research program; AND (3) Verify research program meets budgetary, procurement and/or manpower requirements to support research and development operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-02/GS-12).
