Duties
Assist in overseeing major stakeholder processes such as the Blast Injury Prevention Standards
Recommendation (BIPSR) Process.
Assist in overseeing major stakeholder processes such as Department of Defense (DoD) Human Injury Model Working Group and the Department of Defense (DoD) Blast Injury Research Program Governing Board.
Coordinate medical research with a variety of stakeholders on diverse blast injury topics addressing.blast injury prevention, treatment, and rehabilitation.
Represent the Department of Defense (DoD) Executive Agent (EA) in research planning and management meetings, including Joint Program Committee, service-specific, and review and analysis meetings.
Assist in the management and execution of North Atlantic Treaty Organization (NATO) Human Factors and Medicine Research Task Group activities.
Author, co-author, and manage Small Business Innovative Research topics on blast injury prevention, treatment and rehabilitation.
Organize and facilitate blast injury research working group and expert panel meetings involving representatives from DoD stakeholder organizations from the medical, operational, materiel development, and test and evaluation communities.
Participate as the Executive Agent (EA) representative in medical science and technology planning and review activities.
Serve as a Contracting Officer Representative (COR) for the Program Coordinating Office support contract.
Prepare and provide briefings for diverse audiences, including senior Department of Defense (DoD) leaders.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Term employment is subject to a one year trial period.
- This is a Term position scheduled to last 4 Years. A term position may be extended to a maximum of six years depending upon the needs of management.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- Appointment to this position requires incumbent meet and maintain Tier 3, Non-Critical Sensitive, Secret Security Clearance.

Basic Requirement for Blast Injury Research Program Coordinator:
Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to
the medical field, health sciences or allied sciences appropriate to the work of the position. This degree
must be from an educational program accredited by an accrediting body recognized by the U.S.
Department of Education at the time the degree was obtained.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes:
(1) Experience coordinating research for a medical research portfolio inclusive of basic, clinical, applied, and product-oriented efforts,
(2) Experience developing information papers, executive summaries, policies, analyses, and/or briefings on medical research topics, AND
(3) Experience organizing and facilitating medical research working groups or expert panels.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-02 / GS-12).
USAMRDC is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-03 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
This is a contingent (TERM) appointment, NTE 4 years. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.
Employees hired for more than one year, under the contingent employee appointment authority are given term appointments in the competitive service for no longer than four years. The MRDC Commander is authorized to extend a contingent/term appointment one additional year.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirements using experience alone--no substitution of education for experience is permitted.
