Duties
Provide organizational and supervisory continuity in conjunction with the Director and Senior Scientists
Formulate, interpret and apply policies, principles and procedures for program management
Coordinate funding priorities and decisions with staff officers
Execute annual budget and manage a multidisciplinary teams for coordinating functions
Perform analysis and surveillance of casualty producing events in deployed environment to inform decisions on operations, materiel, training and acquisition communities
Provide guidance to conduct analysis, evaluation, planning, organization, coordination and approval of intramural and extramural research programs and projects
Strategically plan to meet long term tasks and milestones and overcome program obstacles
Identify new partnerships to enhance capability and support for current and future missions; maintain current partnerships for better communication and productivity
Provide senior level guidance to promote collaboration between medical and non-medical research communities within and outside the Department of Defense and both national and international contacts
Complete strategic programming by collaborating with contacts
Promote awareness of Blast injury tools and instruction by providing presentations
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Must be able to obtain and maintain eligibility to a Top Secret (or Secret) security clearance.
- Testing Designated Position (TDP) subject to applicant testing and random drug testing.

USAMRDC participates in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-04 pay band is equivalent to the GS-15, Step 01 through GS-15, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.
This position is scheduled to transfer to an Army Program Executive Office or the Defense Health Agency (DHA) in accordance with the provisions of Section 702 of the National Defense Authorization Act for Fiscal Year 2017, Public Law 114-328. If it moves to DHA, employees will become DoD employees upon transfer to the DHA.

Basic Requirement:
Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience in the same or similar work equivalent to at least the next lower level (DB-04/GS-14 equivalent) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess:
(1) Experience managing interdisciplinary teams composed of medical, intelligence, operational and/or materiel communities
(2) Experience in the development and utilization of databases for collecting, analyzing and/or sharing complex data sets
(3) Experience providing senior leader guidance on prevention and mitigation of Warfighter injury and death
(4) Experience collaborating with blast injury subject matter experts to provide presentations on new research to the medical community
