The National Institutes of Health, Clinical Center, is the 200-bed research hospital and ambulatory care research facility in Bethesda, Maryland that supports the Intramural Research Program of the National Institutes of Health. It is the largest inpatient facility in the country devoted exclusively to clinical research and provides a full range of services from ambulatory care to critical care and special procedures.

Duties

Develops and administers human capital programs which requires understanding of relevant human capital issues within the nursing community inclusive of community and Federal healthcare facilities. Develops and implements policies that represent and interpret the goals, objectives, programs, and priorities of the organization. Interprets management information data and collaborates with managers to predict emerging areas of need and adjust strategies quickly and appropriately. Develops communication strategies, methods, and vehicles to describe, interpret, and clarify nursing department programs, policies, activities, and opportunities. Identifies the need for and implements administrative processes and procedures to plan for and carry out activities and projects in a cost-effective and timely fashion. Uses project management skills to keep projects within scope and budget and to respond to evolving programmatic requirements. Proficient in the use of technical project management tools. Demonstrates ability to independently define need for and develop reports and output documents, and the ability to track and manage multiple details simultaneously, to effectively bring projects to completion. Provides periodic reports to appropriate staff and managers to document and evaluate progress toward attainment of organizational goals. Accepts accountability for achievement of goals. Coordinates the activities of support staff to maximize use of resources and efficiency of processes. Provides expert advice, technical assistance, and periodic reports regarding staffing, budget and human resource issues.

Qualifications

MINIMUM QUALIFICATIONS: In order to meet the Basic Qualification Requirements for a Nurse Consultant, you must: A. Have a graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. NOTE: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. License: B. Possess a current, active, full and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. AND C. You must have passed the National Council Licensure Examination for Registered Nurses (NCLEX-RN) or obtained licensure before the implementation of the NCLEX-RN. Individuals who have not passed the NCLEX-RN but meet all other qualification requirements will be subject to a comprehensive evaluation of both their education and experience prior to final appointment. ADDITIONAL QUALIFICATIONS: In addition, to qualify for a Nurse Consultant position at the GS-13 level, you must have at least 1 year of professional Nurse experience equivalent to at least the GS-12 level in the federal service obtained in either the private or public sector, performing the following types of tasks: providing leadership in specialized nursing care in research or an acute hospital setting; managing staff and resources allocated to nursing programs; providing nurse recruitment, retention, outreach, staff engagement, succession planning, workforce development, and talent management; assisting in the development of human capital program for a health care facility. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
