Duties
The primary purpose of the position is to serve as a Management and Program Analyst.
Typical work assignments include:
Utilizing qualitative and quantitative analytical techniques in performing tasks that may include literature search, work measurement, task analysis, job structuring, productivity charting, workload ratio analyses, and the development administration of questionnaires.
Developing management surveys to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff.
Develops workload-based staffing standards to determine organizational manning levels.
Analyzes and evaluates organization functions and activities being considered for conversion to contract operations.
Reviews administrative audit and investigative reports to determine appropriate changes or corrective action required.
Analyzes and evaluates proposed changes in mission, operating procedures and delegations of authority.
Planning and conducting a variety of complex projects and studies that encompass the analysis and evaluation of the distribution of work among positions and organizations to appropriate staffing levels and skills mix.
Use of automation to improve the efficiency of administrative support or program operations.
Organization methods, and procedures for providing administrative support systems such as records, communications, directives, and documentation.
Business management practices for application to agency programs or operations administrative program policies, regulations, goals, and objectives, management evaluation plans, procedures, and methodology.
Organizational efficiency and productivity including staffing, work methods, and procedures.
Administrative control systems such as those designed to prevent waste fraud, loss, unauthorized use, or misappropriation of assets.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying.
GS-09: You qualify for the GS-09 grade level if you possess one of the following:
A. Experience: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, performing duties such as: Utilizing qualitative and quantitative analytical techniques in performing tasks that may include literature search, work measurement, task analysis, job structuring, productivity charting, workload ratio analyses, and the development administration of questionnaires.

B. Substitution of Education for Experience: You may substitute a Master's, LL.B., J.D., or equivalent graduate degree, or have successfully completed at least two full years of progressively higher-level graduate education leading toward such a degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
or
C. Combining Education and Experience: Appropriate combinations of successfully completed post-high school education and experience also may be used to meet the total qualification requirements for the GS-09 grade level.
GS-11: You qualify for the GS-11 grade level if you possess one of the following:
A. Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service, performing such duties as: Developing management surveys to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff; Develops workload-based staffing standards to determine organizational manning levels; Analyzes and evaluates organization functions and activities being considered for conversion to contract operations; Reviews administrative audit and investigative reports to determine appropriate changes or corrective action required; and/or analyzes and evaluates proposed changes in mission, operating procedures and delegations of authority.

B. Substitution of Education for Experience: You may substitute a Ph.D. or equivalent doctoral degree or have successfully completed three full years of progressively higher-level graduate education leading to such a degree; or LL.M if related, in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
or
C. Combining Education and Experience: Appropriate combination of successfully completed graduate level education and experience described in A and B above, that, when combined, equal 100% of the total requirement.
GS-12: You qualify for the GS-12 grade level if you possess the following:
Experience: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, performing duties such as: Planning and conducting a variety of complex projects and studies that encompass the analysis and evaluation of the distribution of work among positions and organizations to appropriate staffing levels and skills mix; Use of automation to improve the efficiency of administrative support or program operations; organization methods, and procedures for providing administrative support systems such as records, communications, directives, and documentation; business management practices for application to agency programs or operations; administrative program policies, regulations, goals and objectives, management evaluation plans, procedures, and methodology; organizational efficiency and productivity including staffing, work methods, and procedures; and/or administrative control systems such as those designed to prevent waste, fraud, loss, unauthorized use, or misappropriation of assets.
