This position serves as a Program Analyst in the Deputy Chief of Staff Office (DCOS), Office of the Under
Secretary for Benefits (OUSB), Veterans Benefits Administration (VBA). The incumbent performs a
variety of analytical, planning, evaluative, and advisory work related to the coordination and management of VBA's programs, staff offices, and business lines.
Duties
Specific duties include:
Analyzes and evaluates, on a quantitative and qualitative basis, the effectiveness of programs or operations in meeting established goals and objective for both short and long range objectives.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of internal processes and functions.
Reviews results and prepares recommendations for DCOS and senior leaders regarding changes to program operations. Assists in the development of, implementation, and tracking of programs and projects.
Captures meeting notes, document and track action items, follow-up on action items after meetings, review and edit documents for final review by the DCOS. Establishes and maintains control on sensitive and confidential issues and labor relation issues requiring follow-up.
Prepares and reviews responses for DCOS review and approval. Ensures proposed responses are timely, clearly addressed, and are consistent with existing VBA policy and federal statutes impacting the Department's ability to efficiently carry out agency goals and programs.
Coordinates and prepares presentations for DCOS and senior leaders. Develops and updates organization programs and procedures.
Performs a variety of duties to carry out, administer or advise on work connected to proposals, contracts, grievances, and various labor relations matters, assuring the quality of work transactions, business processes and delivery of services needed to carry out VBA programs, functions, and services.
Develops plans and programs for achieving and maintaining total quality transaction processing and customer service.
Establishes and maintains control on issues requiring follow-up.
Reviews, analyzes, and tracks projects initiated and supported by the DCOS. Identifies, tracks, and summarizes recommendations and reports having a direct impact on agency program activities. Provides notification and updates to VBA organizational elements impacted by a project. Develops agenda and conducts briefings on specific issues regarding these recommendations and reports.
Attends briefings and meetings as required to include meetings with project teams focused on labor practices and negotiations. Coordinates and discusses with DCOS regularly regarding findings of reports, projects, or committees.
Responsible for distributing project updates to DCOS, COS staff, and other interested parties.
Participates in programs, work groups, and task forces to ensure that quality provisions are planned, developed, and implemented to identify, prevent, and correct unsatisfactory conditions and elements.
Maintains an effective working relationship with the Business Line and Staff office Principals, Office Directors and representatives of other departments and staff offices. Makes necessary contacts with regional offices and service organizations.
Serves as a point of contact regarding various projects under the purview of DCOS. Provides advice and assistance to a full range of inquiries concerning specific aspects of the programs and policies of the administration.
May serve as a backup to the OUSB Staff Assistants as needed to ensure appropriate executive office coverage.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:11/07/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
Specialized Experience: Demonstrated experience analyzing and evaluating program and operation effectiveness in meeting established goals. Experience reviewing results, tracking programs and preparing recommendations for leadership regarding changes to program operation.. Experience analyzing, tracking projects and summarizing recommendations and reports impacting agency program activities. Experience liaising with program offices to initiate and implement processes and procedures. Experience participating in programs, work groups, and task forces to ensure that quality provisions are planned, developed, and implemented to identify, prevent, and correct unsatisfactory conditions and elements.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
