This is a developmental position composing a career ladder structure to the full performance level of Program Analyst, GS-0343-12. At this level, the incumbent will receive assignments that are designed to develop their skills and knowledge until reaching the full performance level. Work
assignments are designed to introduce the incumbent to a full range of duties and responsibilities required by the full performance level.

Major duties and responsibilities include but are not limited to:
Maintains a high level of integrity cost accounting data and keep a record of all significant technical and administrative adjustments made.
Analyzes clinical workload extracts and validate clinical source data with MCA data
Maintains spreadsheets and databases related to cost accounting.
Designs and prepare regular and ad-hoc reports.
Identifies trends, accomplishments, and/or deficiencies related to the program in order to create solutions or propose alternate courses of action.
Assesses the effectiveness of data collection systems and develops audits of output.
Plans and carry out projects to improve the efficiency and productivity business operations.
Keeps in touch with the status and progress of work, and makes day- to-day adjustments in accordance with established priorities.
Gives on the job training to new employees in accordance with established procedures and practices.
Contacts program officials, managers, and other staff to gather information for analysis of the organization or unit.
Instructs employees in specific tasks and makes available written instructions, reference materials and supplies.
Contributes to the development and maintenance of web pages and/or Share Point site.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Preferred Experience: Managerial Cost Accounting background.

GS-11 Specialized Experience: Candidates must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Strong analytical skills, knowledge of regulations and policies which affect the MCA structure.
Articulates comprehensive knowledge of clinical and administrative practice, computer technology and health care administration, statistical analysis, cost analysis, and correspondence to management.
Knowledge of statistical techniques, medical center operations.
Provides knowledge management and analytical skills for potential programmatic changes that could significantly enhance patient care, patient safety, overall efficiencies and/or cost effectiveness.
Analyzes existing automated and manual systems to determine the type of financial and clinical information available.
GS-12 Specialized Experience: Candidates must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization.

Physical Requirements: The work will involve standing, sitting, and walking. Travel to facility campus and to other facilities within the VISN may occasionally be necessary. Most activities will be performed at a computer terminal.
