This position is part of the Veterans Integrated Service Network (VISN) 15 Office, Consolidated Managerial Cost Accounting (MCA) Unit. This position includes a career ladder structure to the full performance level of PD 09593-A, Program Analyst, GS-0343-11. This MCA Program Analyst position provides support to the VISN 15 MCA team, which is responsible for the production of MCA processing and analytics for seven medical centers within the VISN 15 Network.

Duties include, but may not be limited to the following:
Analyzes the existing automated and manual systems to determine the type of financial and clinical information available.
Executes tasks within the Managerial Cost Accounting (MCA) subsystems. VA Conversion(VCNV), Account Level Budgeter (ALB), Department Cost Manager (DCM), Clinical Cost Manager (CCM) and Daily Cost Resource Profiler (DCR).
Maintains spreadsheets and databases used to track labor mapping and clinic utilization, conduct audits, and generate reports.
Develops and use established analytical techniques and precedent studies to gather narrative or statistical information.
Maintains a high level of integrity in MCA Data and keep a record of all significant technical and administrative adjustments made to the database.
Analyzes clinical workload extracts and validate clinical source data with MCA data.
Keeps in touch with the status and progress of work, and makes day- to-day adjustments in accordance with established priorities.
Designs and prepare regular and ad-hoc reports.
Gives on the job training to new employees in accordance with established procedures and practices.
Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials and supplies.
Contacts program officials, service line managers, and administrative officer to gather or clarify information regarding departments, productions units, labor, equipment, etc., for analysis and incorporation into the MCA database.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 11/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:GS-9 Specialized Experience: Candidates must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized: Strong analytical skills, knowledge of regulations and policies which affect the MCA structure. Knowledge of statistical techniques, medical center operations. Provides knowledge management and analytical skills for potential programmatic changes that could significantly enhance patient care, patient safety, overall efficiencies and/or cost effectiveness. Analyzes existing automated and manual systems to determine the type of financial and clinical information available.

Education: Candidates may substitute education for the experience required for the GS-09 level. Must have successfully completed a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D. (if related), obtained in an accredited college or university.
OR,
Combination: Candidates may also combine education and experience to qualify at the GS-09 level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-9, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. For example, the position to be filled is a Program Analyst, GS-343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.)
GS-11 Specialized Experience: Candidates must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized: Articulates comprehensive knowledge of clinical and administrative practice, computer technology and health care administration, statistical analysis, cost analysis, and correspondence to management. Strong analytical skills, knowledge of regulations and policies which affect the MCA structure. Knowledge of statistical techniques, medical center operations. Provides knowledge management and analytical skills for potential programmatic changes that could significantly enhance patient care, patient safety, overall efficiencies and/or cost effectiveness. Analyzes existing automated and manual systems to determine the type of financial and clinical information available.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR,
Combination: Candidates may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Physical Requirements: The work will involve standing, sitting, and walking. Travel to facility campus and to other facilities within the VISN may occasionally be necessary. Most activities will be performed at a computer terminal.
