The Marion, IL VA Medical Center is accepting applications for a Program Analyst (Clinical Application Coordinator). The primary purpose of this position is to improve the qualify, efficiency and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the Veterans Health Administration (VHA).

Duties

Primary subject matter expert for Health Informatics, serve as knowledge expert for the electronic health record and associated software. Consults, advises and educates all levels of employees on methods and means to make health care operations more effective and efficient. Integrates knowledge of clinical and information processes to achieve successful adoption and application of new technologies. Initiate, develop and execute complex projects that support Veterans' health care needs. Identify end-user educational requirements and training needs. Develop educational programs and instructional materials and tools to educate users. Examine the need for change throughout the organization to determine what changes need to be aligned. Lead or participate on process improvement, root cause analysis and system redesign teams. Oversee the development of information related to patient care to allow the Clinical Team tor track management of patient illnesses. Extract, analyze and provide data. Maintain state of the art knowledge of changes in technology and clinical environment. Apply statistical analyses and interpret their significance. Develop and present recommendations for improving clinical data-management methods. Provide relevant clinical and/or administrative data to identify, quantify and resolve organizational problems. Conduct tests to analyze usability, sequencing, flow, plain language, minimum key strokes and comfort level of user. Provide direct feedback to national developers. Develop and oversee databases related to patient management systems. Provide advice and guidance to assist in revisions of operational procedures and clinical processes. Serve as project or team lead. Use analytical and evaluative techniques to assess the effectiveness of results and other related programs. Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m. CST Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Practical, experienced knowledge of automation and software systems and options that affect clinical practice, and knowledge of technologies that is likely to benefit healthcare delivery processes in order to troubleshoot functionality issues and develop solutions, and to ensure quality management of clinical operations. Comprehensive knowledge of the data life cycle including data design, collection, and management in order to input, retrieve, analyze, summarize and present information effectively. The required knowledge base is extensive and includes usability, data standards, data validation, understanding content relationships, and interoperability between/among systems. You will be rated on the following Competencies for this position: Analytical ThinkingCommunicationsComputer SkillsEducation and TrainingTechnical Competence Preferred Experience: Previous Program Analyst work as a Clinical Applications Coordinator in a clinical setting. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending or climbing and employees may carry ligt items such as books, instruments, laptops and other similar materials.
