The Network Managerial Cost Accounting (MCA) Lead Program Analyst works under the general supervision of the VISN 15 MCA Coordinator in VISN 15. MCA is an executive information program that directly impacts patient management by providing data on business practices, productivity, patterns of care, patient outcomes, and cost trends to VA clinical and administrative managers. The incumbent performs advanced specialized analytics in support of the VISN 15 Consolidated MCA unit.
Duties
Duties include but are not limited to:
Communicates to the team assignments, projects, problems to be solved, actionable events, milestones, program issues under review and deadlines and timeframes for completion; ensures that goals and objectives are met for the MCA unit.
Ensures that the VISN's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Leads the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload. Maintains a high level of work production in the section.
Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to ensure the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Reports to supervisor on team and individual accomplishments, progress in mastering tasks and work processes, and the training needs of team members.
Maintain program and administrative reference materials, project files and relevant back-ground documents and make available policies, procedures and written instructions from the supervisor; maintain current knowledge to answer questions from team members on procedures, policies, directives, etc..
Intercedes on behalf of the supervisor to inform of any performance issues/problems noted and recommends/requests related actions, such as: assignments, reassignments, promotions, schedule changes and performance appraisals.
Coaches the team in the selection and application of appropriate methods and techniques, providing guidance on work methods, practices and procedures; assists in rendering decisions on complex determinations unresolved by subordinates through review of completed work and assessment of results obtained.
Provides the MCA Coordinator with analytical, planning, and evaluative information of VISN 15 Managerial Cost Accounting (MCA) policies, organizational structure, and reporting. Information provided allows the MCA Coordinator to strategically plan the direction of the consolidated MCA work unit. The incumbent provides information key to the administration of MCA across VISN 15. The incumbent continually evaluates the MCA program and determines ways to increase efficiency and effectiveness.
Oversees the updating of department costing; checks that budgets, standards, and relative value units map correctly to reflect the current variable and fixed costs. Ensures that the printed and electronic records of all costing are properly maintained in the centralized archives. Serves as an escalation point for VISN 15 Site Analysts and Liaisons regarding any reconciliation or local system issues.
Verifies MCA departments (production unit) for VISN 15 facilities which provides a roadmap to guide data from the Austin Information Technology Center (AITC) databases into the MCA database essentially pairing function, workload and resources with cost data.
Reviews changes in clinical and business routines for Medical Centers and works with pertinent medical center points of contact and other MCA staff to implement changes. Validates standard operating procedures, process tracking tools, auditing systems, and processing logs so that key activities are validated and documented.
Runs summary jobs to annualize previous year's data and forecasting jobs to project that data to budgets and protocols for the upcoming year.
Identifies trends, accomplishments, and/or deficiencies related to the program in order to devise solutions or propose alternate courses of action. Prepares cost effectiveness studies of operations and is responsible for the collection, interpretation and analysis of quantitative and qualitative data relevant to the program being evaluated. Identifies areas and issues for nationwide review and promotes discussions among national VA groups on these issues.
Coordinates the training of all levels of MCA to include Site Analysts in the consolidated workgroup. Trains VISN/Medical Center Leadership in the interpretation of MCA reports, in responding to major variances in costs or utilization in forecasting. Validates, interprets, and explains national extracts from VACO.
Work Schedule: Monday through Friday - 8:00 am - 4:30 pm

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS13 position you must have served 52 weeks at the GS12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Financial, cost accounting, and management principles; organizational theory; and techniques of analysis and evaluation; along with knowledge of standardized administrative practices and procedures. Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work.
Cost Accounting - Knowledge of the principles, procedures, and methods of cost accounting, including the use of historical cost, market value, or present value to measure cost; methods for assigning cost to accounting periods; and cost allocation, cost accrual, depreciation, and unit cost.
