Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. The incumbent reports to the Senior Vice President (SVP) of Board Authorized Finance (OBAF). The incumbent serves as Vice President (VP) of the Structured & Project Finance Division overseeing and managing EXIM's medium- and long-term guarantee and direct loan programs for transactions involving the financing of Structured and Project Finance transactions. This work consists of a full range of activities that include financial and collateral risk analysis of transactions and their structures to determine creditworthiness; and formulates recommendations to the SVP of OBAF and/or Board of Directors regarding EXIM action on loan or guarantee applications. In addition, the incumbent is responsible for developing, coordinating and implementing special government-to-government (e.g., withing the context of Organization for Economic Co-operation and Development (OECD)) financial protocols and financial transactions that include loan officers, lawyers, engineers, contractual, financial and technical advisors. Duties include, but are not limited to: Leading, directing, and supervising a team of professional, technical, and administrative support staff ranging in grades from GS-5 thru GS-15. Managing all aspects of reviewing, clearing/approving, processing and administering Loan/Guarantee applications that pertain to Structured & Project Finance transactions and formulates recommendations to the SVP of OBAF and/or the Board of Directors. These recommendations include a complete analysis of the proposal, with consideration for advice and recommendations concerning financial, economic, legal, policy and technical factors gathered from various EXIM offices including the Country Risk Analysis Division (CREA), the Engineering & Environment Division (E&E), the Office of the General Counsel (OGC), the Office of Policy & International Relations (OPAIR), China and Transformative Exports (CTEP), Transaction Review Committee (TRC) and other financial, technical and legal advisors affecting the feasibility and viability of the transaction. Participates in and supervises consultations, discussions, and negotiations with borrowers and exporters prior to the receipt of applications, during the due diligence process and post approval. Represents EXIM at meetings with high level executives, officials, exporters, foreign buyers, financial institutions or governments. Responsible for in-depth knowledge of the underlying legal documentation and traditional loan or guarantee provisions as set forth in such agreements in order to provides consideration to loan or guarantee applications and ensures, in conjunction with the Office of the General Counsel, that the agreement which evolves meets all EXIM statutory requirements. Supervises the administration of applications that are approved by the EXIM and oversees activities that include cooperation with the Office of the General Counsel for the preparation of commitment letters, loan and guarantee agreements and other notices of EXIM actions. The incumbent also manages staff's progress of transactions during the pre-approval due diligence and underwriting stage of an application through periodic reports. Responsible for financial modeling and converses with office desktop software used in the financial services industry. Effectively utilizes the computer equipment and programs required for the EXIM's record keeping (APS) EXIM Online (EOL), SharePoint, and other associated applications and guides less-experienced staff in the utilization of equipment and programs. Approving transactions under individual delegated authority or making approval/denial recommendations to the Board of Directors, as appropriate pursuant to current agency policies. Attends Board of Directors final determination of loan or guarantee meetings and participates in discussing the approval or denial of loan or guarantee applications. The incumbent speaks at industry conferences, other events and academic settings to maintain customer relationships, develop new business, and maintain knowledge of industry trends and developments. Manages the use of outside legal and financial advisors to EXIM on a transaction specific basis to assure proper quality and a timely delivery of services. Chairs or serves on special committees, interagency task forces or other special situations assigned by the SVP of OBAF.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs). Note: Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the professional/technical qualifications requirements will be considered for this position on a noncompetitive basis. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. MTQ 1 - Transactional Experience: Demonstrates extensive, direct transactional experience in the financial analysis and structuring of complex project finance financial transactions across several industries such as renewables, extraction, technology and commodities. MTQ 2 - Transactional Management: Demonstrates experience managing staff engaged in origination, financial analysis, presentation and documentation of structured and project finance transactions. Expertise must include ability to manage a diverse portfolio of transaction (such as highly complex corporate finance structures, asset-based, limited recourse project finance, export finance with additional experience restructuring problem loans being highly desirable) and to ensure that credit decisions are made on a timely basis. MTQ 3 - Building Relationships: Demonstrates experience dealing effectively with high-level officials within and outside the U.S. Governments, as well as expertise in establishing relationships to negotiate and close transactions with co-financing ECAs and multi-lateral agencies, U.S. exporters, foreign buyers, domestic and international financial institutions, and foreign government officials. MTQ 4 - Leadership: Demonstrates proven leadership skills, integrity and the ability to inspire trust and loyalty; strong communication and interpersonal skills with an ability to work collaboratively within an organization and at the same time lead decisively.
