Duties
As a PROCUREMENT ANALYST, GS-1102-14, some of your typical work assignments may include:
Serving as a senior technical expert with responsibility for developing policies and procedures for a world-wide contracting mission and implementing acquisition related programs imposed by law.
Reviewing the most complex work products of senior-level Contracting Officers and providing them expert advice and guidance regarding the interpretation and application of acquisition laws, policies, directives, regulations, etc.
Serving as the senior liaison for contracting leadership to working groups and forums with high-level representatives of the Department of Defense (DoD), Congressional interest, and addresses unprecedented issues resulting from the complexity of the procurement process.
Conducting, analyzing, and evaluating the results of internal compliance reviews, to include developing and leading associated training, to assure that the contracting mission operating policies, procedures are effectively executed and managed.
Identifying acquisition process problems, trends, and emerging needs. Formulating and justifying new and innovative initiatives to address unique problems, meeting newly emerging acquisition needs, and resolving critical procurement process problems with a high degree of independence.
Ensuring all actions and taskings are tracked, fully vetted, properly staffed, meet all reporting requirements, and completed in advance of deadlines to ensure time for thorough review and submittal. Identifying concepts and leading the development and issuance of standardized processes and instructions to improve efficiency and effectiveness of the office and operations.
Providing responses to correspondence on complex and controversial acquisition issues. Reviewing and commenting on proposed legislation, Congressional inquiries, draft external regulations, incoming questions, and data calls with a high degree of independence.
Staying up to date on various Federal and DoD enterprise systems, such as, Procurement Integrated Enterprise Environment (PIEE), future contract writing system, Clause Logic Service (CLS), etc.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years Federal service experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. Specialized experience as listed below:
Skills in all stages of the procurement process and in negotiation techniques, from solicitation to contract closeout, in order to serve as key advisor on the acceptability and applicability of contractual matters.
Advising and guiding procurement and/or acquisition personnel for the purpose of ensuring compliance with procurement regulations, procedures and processes.
Solving a variety of acquisition problems.
AND
B. 4-year course of study leading to a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.;OR
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
