The position is located in the Uniformed Protection Division (UPD), Office of Domestic Facilities Protection, Domestic Operations Directorate, Bureau of Diplomatic Security, U.S. Department of State. You will be responsible for training policy development, contract training performance work statement development and review, and other special tasks.
Duties
Assists in the development of contract training and support performance work statements by providing subject matter expertise in security operations, performance standards, best practices, interoperability training, and emergency response.
Serves as the subject matter expert in monitoring contractors’ compliance to training and support requirements contained within the domestic guard contract.
Conducts small and large-scale drills to evaluate the effectiveness of armed officers at all locations domestically.
Ensures the contractors’ training personnel, instructors, and subject matter/technical experts are following approved procedures.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience developing and implementing training policies and procedures related to security operations.
Experience reviewing, monitoring, evaluating, and modifying the delivery of security training programs.
Experience conducting contract oversight reviews to assess the viability and identify programs in security training and compliance programs.
There is no substitute of education for specialized experience for the GS-13 position.
