Duties
This Program Specialist position is located in Support, International Operations (IO), Security Operations (SO) Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Administers, or serves as contributing specialist or team lead for small program(s), or segments of programs/projects or initiatives under the direction of the supervisor or program lead. Work is typically reviewed during execution of assignments through quality control reviews of work products and metrics reports for tracking work progress or completion.
Coordinates with the supervisor to establish program objectives, and plans and schedules activities and milestones as appropriate.
Established policies and procedures exist for most assignments, but some discretion is allowed in selection of method used to achieve program objectives. Identifies and makes recommendations on resources required to fulfill program goals.
Tracks schedules to ensure timely completion of work and compliance with applicable regulations; advises the supervisor or program/project lead when deadlines are in danger of not being met.
Monitors program performance; compiles data and information on performance metrics.
Conducts analyses to identify areas in need of process improvement. Proposes technically sound and administratively compliant solutions to address a range of recurring issues and improve efficiency and effectiveness in procedures and processes.
Advises managers and employees on policies and procedures, promoting understanding of program purpose and requirements.
Assists in identifying and procedures that are not consistent with underlying statutory or higher authority directives.
Creates standard status and tracking reports for management. Develops standard operating procedures (SOPs), job aids, user manuals, or other informational documents as required.
Executes communications programs on policies, processes, and requirements, using a variety of communication methods (meetings, emails, bulletins, briefings, etc.). Most contacts are internal to the agency. Keeps team members and employees fully informed of program changes or issues, and addresses inquiries from customers.
Provides training or instruction on program elements and requirements to co-worker and employees.
Manages collection, compilation and archiving of program/project documents as required by established guidance; stores documents/enters data into databases, if applicable.
Assists in designing or conducting studies or surveys to solicit information on the use and impact of programs.
Proposes new methods or metrics to track program efficiency and effectiveness.
Supports management in implementing organizational or procedural program changes or launch of new initiatives.
Researches and compiles information to support decision-making for proposed changes. Assists in identifying resource requirements.
Coordinates with other units or offices to support program planning through information sharing, consideration of alternate approaches or resolutions and review of applicable policies.
Prepares and presents informal and formal presentations on program/projects as assigned.
Qualifications
To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Evaluating issues regarding the efficiency and effectiveness of program operations
Collecting information to assist in determining the validity of various types of data.
Familiarity with processing passports / visas and Department of State processes
OR
Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position.
OR
Three full years of progressively higher-level graduate education leading to such a degree.
OR
LL.M., if related.

Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent.
To qualify for the SV-H pay band (equivalent to the GS-12 grade level), you must have one year of specialized experience at the SV-G pay band, or GS-11 grade level in the Federal service, or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is:
Evaluating and resolving any issues regarding the efficiency and effectiveness of program operations
Collecting information to determine the validity of various types of data;
Working extensively with internal / external partners to process passports / visas.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
