The primary purpose of this position is: To serve as a first-level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to HQ AMC/A6XR.
Duties
Plans, organizes, and directs the activities of the Budget Execution Section, ensuring programming, resource management, and budget execution comply with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents HQ AMC/A6 with a variety of installation and functional area organizations.
Directs and oversees MAJCOM Cyberspace/IT budget strategy, formulation, justification, and operations.

- An associate’s, bachelors, or master's degree in accounting, business administration, business management, economics, finance, or other related field is highly desirable

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience involves the formulation, development, and execution of a highly complex, major command-level multi-billion-dollar portfolio, developing and executing major financial aspects of key program management, administrative, regulatory, and policy development programs that impact AMC-wide communications and CIO support for air mobility operations across the MAF, and in direct support of USTRANSCOM's air mobility requirements. The incumbent provides direction, staff advice, and assistance to subordinate installations with regards to CIO governance as it relates to future years' financial programmatic and budget formulation and execution by contracting goods and services in support of MAF C2 programs, enterprise architecture, and enterprise IT assets. Directs, oversees, and manages the AMC enterprise IT asset inventory, establishing and advising on asset management affecting all 12 AMC Wings and subordinate organizations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DoD budget formulation and financial management regulations.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Knowledge of contracting policies and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
