This is an Auditor position in the Financial Management Service at the Columbia VA Health Care System.

Duties

At the GS-9 developmental level, the incumbent works under close supervision to gain experience and develop the necessary knowledge, skills, and abilities in the Auditing profession. This will be accomplished through successful completion of entry level and progressively complex assignments, training, and increased level of authority and responsibility. At the GS-11 developmental level, the incumbent has knowledge of, and skill in accounting, auditing and other financial management-related theories and practices and the ability to interpret and clearly communicate financial policies to local leadership and management with minimal guidance from the supervisor. The incumbent will demonstrate the knowledge of resources available for gathering and consolidating data for audits and the ability to analyze audit findings and develop internal controls requirements for current and new programs. At the full performance GS-12 level, the incumbent assists the Chief Financial Officer in conducting audits in the areas of finance, acquisition, logistics, payroll, and capital asset management quality control of the medical center. The incumbent is responsible for a wide range of assignments and oversight including financial integrity, program and components, fiscal compliance, and functional reviews. The Auditor will maintain a library of finance, logistics and capital asset management to include VA and VHA policies and procedures, CAP, VA OIG reports from across the country that site problem areas. Providing oversight over findings and serve as an important liaison to the Centralized Accounting Unit, external auditors, the VA OIG, and the Office of Management. Ensuring financial, logistic, payroll, and capital asset management policies promulgated by VHA and the VA Office of Management, and the Office of Government Ethics are consistently implemented, conduct internal audits (agent cashier, part time physicians, cost accounting, self-certification, conflict of interest, etc.). Performing financial audits by examining accounts and financial records for the purpose of certifying and attesting that the financial statements fairly represent the financial position of the organization as a predetermined date; conducting activities related to the detection of fraud, waste, and abuse. Performing program reviews of logistics, contracting, accounting, part time MDs, and capital asset management operational functions and ensuring these reviews are performed in compliance with internal audit programs. Assisting in the development of an annual review schedule of the Chief Fiscal Officer; conducting the audits and may be responsible to form audit teams made up of medical center staff with appropriate expertise and/or credentials. Assisting in the development of the audit protocols used by the teams, training the teams if necessary, reviewing their findings for compliance with the protocol and for consistency across the VHA based on information received from MQAS visits, FQAM visits and other external reviews. Determining/recommending areas of improvement and providing the appropriate tools for improvement; this includes providing recommendations to improve productivity, cost effectiveness and quality of work processes. Performing a variety of program oversight duties to carry out, administer, or advise the Chief Fiscal Officer on the facility financial work concerned with assuring the quality of work transactions, business processes, and delivery of services needed to carry out federal government programs and functions. Developing and providing training regarding financial processes including internal controls for financial staff throughout the medical center; developing and planning programs for achieving and maintaining total quality transaction processing and customer service throughout the business cycle. In addition, the incumbent will charter or lead process improvement teams to review processes and procedures based on audit findings within the Medical Center or elsewhere within the Medical Center. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 grade position you must have served 52 weeks at the GS-11 grade. For a GS-11 grade position you must have served 52 weeks at the GS-9 grade. For a GS-9 grade position you must have served 52 weeks at the GS-7 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your Time-In-Grade eligibility must be submitted with your application. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one-year of Time-In-Grade, as required by this job announcement. In that instance, you must provide an additional SF-50 that clearly demonstrates the one-year Time-In-Grade requirement has been met. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series and is something that cannot be waived. To qualify for the 0511 occupational series, all applicants must meet one of the following: Education: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of business law. OR Combination of Education and Experience: At least 4 years of experience in performance auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality which can include up to 6 hours of business law; OR A Certified Public Accountant (CPA) or a Certified Internal Auditor (CIA) certificate, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. GS-9 QUALIFICATION: You must have 1 year of specialized experience that is equivalent to the GS-7 grade level. Qualifying specialized experience would typically include: Knowledge of the theory, concepts, principles, and practices of accounting, finance and performance auditing standards; Knowledge of acquisition, logistics, payroll, or capital asset management quality control; Experience with input/retrieval/reporting. OR Education: 2 years of progressively higher-level graduate education leading to a Master's degree, or Master's degree, or equivalent graduate degree. OR Combination: Successfully completed higher-level graduate education and specialized experience. Only graduate level education in excess of one full year (18 semester hours) may be combined with experience. GS-11 QUALIFICATION: You must have 1 year of specialized experience that is equivalent to the GS-9 grade level. Qualifying specialized experience would typically include: Knowledge of the theory, concepts, principles, and practices of accounting, and as required, federal government financial and performance auditing standards; Experience in acquisition, logistics, payroll, and capital asset management quality control; Knowledge of IT software systems for managerial, financial, and logistics, input/retrieval/reporting. OR Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D. degree, or equivalent Doctoral degree. OR Combination: Successfully completed higher-level graduate education and specialized experience. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. GS-12 QUALIFICATION: You must have 1 year of specialized experience that is equivalent to the GS-11 grade level. Qualifying specialized experience would typically include: Professional knowledge of the theory, concepts, principles, and practices of accounting, and as required, federal government financial and performance auditing standards, and financial management sufficient to conduct assignments involving interfaces and interrelationships between and among programs, systems, functions, policies, and various issues. Professional knowledge of the theory, principles, concepts, regulations, policies and practices of logistics and capital asset management and the ability to apply this knowledge to broad and difficult assignments. Comprehensive knowledge of IT software systems for managerial, financial, and logistics, input/retrieval/reporting in the context of agency business policies. Comprehensive knowledge to plan, analyze, determine cost benefit relationships, and coordinate a great variety of functions, operations, and teams or interfacing administrative systems. Demonstrated ability to write and develop performance specifications and standards for audit review programs and activities. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
