Duties
***This is a Title 5 National Guard Employee position description.***
Position is located in the United States Property and Fiscal Office. Incumbent serves as an agent of the United States Property and Fiscal Officer (USPFO) on accounting, financial, and managerial issues that require examination by a financial professional. Performs quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management. Performs the most complex analysis and evaluations, conducts a variety of reviews that are usually without precedent, serves as the command representative and point of contact for external agencies, inspections and audits, and exercises oversight and limited technical and administrative supervision over lower-graded IR Auditors.
Incumbent works under the general supervision and reports directly to the USPFO who outlines broad policy and general objectives regarding the accounting and internal review program.
The Auditing Series GS-0511 covers auditor positions that apply professional accounting and auditing knowledge, standards, and principles. The series is a critical function within the financial management program and covers two-grade intervals in the auditing program. The primary purpose of the series is to advise, supervise, and perform work consisting of a systematic examination and appraisal of financial records, financial and management reports, management controls, performance requirements, policies, and practices affecting or reflecting the financial condition and operating results of various activities. The GS-0511 auditors perform two broad types of work - the financial audit and the performance audit. The auditor analyzes work related to the development and execution of many military and civilian policies and programs. The positions conduct performance audits and conduct activities related to the detection of fraud, waste, and abuse. Positions in this series require a high order of analytical abilities; skills in applying problem solving techniques; and, skills in communicating effectively both orally and in writing. Positions involve competencies (skills, knowledge, abilities, and behaviors) in research, analysis, problem-solving, writing, and judgment typically gained through college education and progressively responsible experiences. The positions perform work that follows established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment; and, typically learn to do the work through certification courses and specialized experiences. Auditors perform work that requires a range of competencies in regard to operations and procedures within the prescribed program guidelines, concepts, principles, techniques, and practices. Although the same concepts, principles, and standards are applicable to audit work performed in this series, specific procedures vary depending on the activity. The audit of an accounting system, that is judged to be reliable, may begin with examining entries in financial records and proceed to evaluating the operating controls and management decisions that resulted in those entries. In contrast, the audit of an activity, with an accounting system of questionable reliability, may begin with physically observing entity operations. Auditors may also perform services other than audits. They may, for example, assist a legislative body by developing questions at hearings, develop methods for evaluating a new program, forecast potential program outcomes, assist investigators, work on advisory teams, and perform special studies, evaluations, and inspections. In accordance with DoD Directive (DoDD) 5118.03 and Section 1599d of Title 10, United States Code, the policies, responsibilities, and procedures are established for implementation of the DoD Financial Management (FM) Certification Program. Reference DoDI 1300.26, November 20, 2013, GS-0511 National Guard employees are required to participate in the certification program and achieve certifications by completing the continuous education training studies. The certification requirements are mandatory and foundational conditions of continued employment.
