The position is organizationally assigned to the Fiscal Service. The incumbent assists the Chief Financial Officer and/or the Assistant Fiscal Officer in conducting audits in the areas of finance, acquisition, logistics, payroll, and capital asset management quality control of the medical center. The primary purpose of this position is to improve the business practices in finance, acquisition, contracting, payroll, procurement, and capital asset management.

Duties

Perform financial analysis and evaluations, conducts a variety of audits, and serves as the Medical Center's point of contact for external agencies' inspections and audits. Position is located at the Columbia VA Health Care System. Incumbent works under the supervision of the Deputy Finance Chief. Major duties for this position may include (but are not limited to): Perform financial audits by examining accounts and financial records for the purpose of certifying and attesting that the financial statements fairly represent the financial position of the organization as a predetermined date; and to conduct activities related to the detection of fraud, waste, and abuse. Perform program reviews of logistics, contracting, accounting, part time MDs, and capital asset management operational functions and ensures these reviews are performed in compliance with internal audit programs. Conduct the audits and may be responsible to form audit teams made up of medical center staff with appropriate expertise and/or credentials. Provide advice and performs assistance work for the Assistant Chief Fiscal Officer. Perform a variety of duties to carry out, administer, or advise the Chief Fiscal Officer on the facility financial work concerned with assuring the quality of work transactions, business processes, and delivery of services needed to carry out federal government programs and functions. Develop and plan programs for achieving and maintaining total quality transaction processing and customer service throughout the business cycle. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. All applicants must meet one of the basic qualification requirements described below for this position: Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for this occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the above IOR requirement, you must also meet the specialized experience as described below: For GS-9 level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing financially based audits, surveys, reviews, studies, analysis and/or evaluations of financial operations; and preparing audit reports and/or recommendations based on findings. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one (1) year of graduate-level education. For GS-11 level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting audits in various areas including finance, acquisition, payroll, and/or quality control; documenting audit results, analyzing data and/or statistics from various sources; and preparing briefing materials in charts and/or graphs covering audit status and/or findings for use. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. For GS-12 level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Researching and/or interpreting laws, regulations, guidelines, and procedures; planning and/or conducting audits against audit standards; and conducting interviews and/or participating in briefings, collecting, analyzing and/or summarizing evidence to support conclusions.
