Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Administrative and Management Positions. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. GS-09 For this position, the next lower grade level is a GS-07. Specialized experience for this position includes: Experience assisting senior HR Specialist with conducting and or facilitating new employee orientation or assisting with administering HR Development projects / programs. GS-11 For this position, the next lower grade level is a GS-09. Specialized experience for this position includes: Experience conducting and or facilitating new employee orientation, Experience assisting with administering HR Development projects/programs, and Experience assisting senior HR Specialists with identifying employee training needs. GS-12 Experience conducting and or facilitating new employee orientation; and Experience providing advice in the area of human resource development; identifying training needs and evaluating programs using instruments such as questionnaires, surveys and assessments. GS-13 For this position, the next lower grade level is a GS-12. Specialized experience for this position includes: Experience administering training and employee and/or leadership development programs; Experience designing, developing, conducting, evaluating, and revising training programs, e.g. conducting training needs assessments, creating instructional materials, and facilitating sessions; and Experience using a learning management system to conduct training related administrative activities such as planning, managing, and conducting training courses and programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted at the GS-09 grade level as follows:

A master's or equivalent graduate degree in a related field of study such as: human resources, business administration, public administration, organizational psychology, or other administrative and management fields.

OR

2 full years of progressively higher-level graduate education leading to a graduate degree in a related field of study such as: human resources, organizational psychology, business administration, public administration, or other administrative and management fields.

OR

LL.B or JD if relatedsuch as: human resources, organizational psychology, business administration, public administration, or other administrative and management fields.

OR

Equivalent combination of qualifying experience and graduate education, if relatedsuch as: human resources, organizational psychology, business administration, public administration, or other administrative and management fields.

Education may be substituted at the GS-11 grade level as follows:

A Ph.D. or equivalent doctoral degree if related such as: human resources, business administration, organizational psychology, public administration, or other administrative and management fields.

OR

3 years of progressively higher-level graduate education leading to such a degree, if relatedsuch as: human resources, organizational psychology, business administration, public administration, or other administrative and management fields;

OR

An LL.M., if related such as: human resources, organizational psychology, business administration, public administration, or other administrative and management fields.

OR

Equivalent combination of qualifying experience and graduate education, if relatedsuch as: human resources, organizational psychology, business administration, public administration, or other administrative and management fields.

Education may not be substituted at the GS-12 and GS-13 grade levels.

Education may not be substituted for experience at this grade level.
