About the Position: This position is located with the Army Corps of Engineers, Philadelphia District, Programs and Project Management Division, Business Management Branch in Philadelphia, PA. Duties

At the full performance level, as a Program Analyst you will: Apply a working knowledge of study and project management principles, and an understanding of the Corps of Engineers organizational structure and functions, business practices, procedures, techniques, regulations, and guidance. Work with Project Managers, Operations Managers, Program Analysts, Budget Analysts and technical managers to ensure that all projects are identified and correctly entered into the P2 system. Ensure that all projects use the correct P2 Project Architecture/WBS templates to define products, sub products, activities, or tasks for the projects. Ensure that all policies and procedures are utilized when setting up project networks for Project Managers, Operations Managers and other PDT members. Assist in the development of the District’s policies and procedures for project controls. Register projects and project data using the LCM Utility. Interface the P2 system with CEFMS, OFA, RMS, CMI, CEMRS, and other Corps of Engineers automated information systems, as applicable. Prepare project management reports for upward reporting, monthly project status reviews with customers, monthly PRB briefings, Command Management Review (CMR) data validation, and other project data calls as required. Evaluate flow of information, identifies areas where confusion, and/or misinformation exist, recommends/develops and oversees formal or informal training, as appropriate.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Add the two percentages. GS-07 Specialized Experience: One year of specialized experience which includes experience: 1) servicing as project scheduler; 2) assisting in gathering project execution data; and/or 3) disseminating information across an organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business or Finance. OR Superior Academic Achievement: See education section below for information on Superior Academic Achievement. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-09 Specialized Experience: One year of specialized experience which includes experience: 1) Assisting in preparation of a management plan regarding project scope, schedule and budget; 2) assisting with documenting project plans into project management systems; and 3) reviewing project status. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes all of the following: 1) Creating a management plan regarding the project scope, schedule and budget; 2) Documenting project plans in automated project management systems; and 3) managing project schedule and budget contingencies in project management systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
