The National Program Manager for Pharmaceutical Prime Vendor Data serves as the expert in the interpretation and analysis of Pharmaceutical Prime Vendor data for the Department of Veterans Affairs. This position coordinates with the VA Pharmaceutical Prime Vendor, The National Acquisition Center (NAC), PBM management staff, and other government agencies (e.g. DoD, IHS, Bureau of Prisons, State Veterans Homes, IRS) to provide data related to pharmaceutical purchases across the system.

Duties and responsibilities include, but are not limited to:
Using data obtained from multiple sources to include the National Drug Accountability Database (NDAD), which receives data on distribution from local VA medical centers, VA Consolidated Mail Out Pharmacies (CMOPs) and the Prime Vendor Database, the incumbent is responsible for data analysis to support both clinical and managerial operations throughout the VA health care system related to pharmaceutical costs, safety, value and improved outcomes for Veterans.
Program Management:
Imports data from the Pharmaceutical Prime Vendor and consolidates with VA specific data to maintain an accurate database of all purchases through the PPV that is able to be queried for trending an analytics.
Translates PPV data to match to VA specific product and customer files so that data can be cross-referenced with other data sources.
Performs monthly adjudications for all government agencies to assure that the correct contract price was paid on the data of sale.
All drop-outs are reviewed, and any outstanding charges that cannot be reconciled are sent to the NAC and PPV for follow up.
Develops queries for Ad Hoc reports related to PPV data, including, but not limited to Congressional Inquiries, FOIA requests, PBM Data Management Program, pharmaceutical contracting, OIG data audits, and IRS annual reports.
Administrative:
Provides guidance and leadership regarding NDA, NDF, and Prime Vendor databases to local, regional, and national VA managers.
Prepares analyses and associated briefings concerning drug accountability on a monthly, quarterly, and yearly basis for use by local, regional, and national VA Managers.
Drafts and prepares white papers, directives, and other documents regarding PPV program. Works under time constraints to meet deadlines imposed by the overall goals of PBM.
Prepares analyses and projections regarding drug use and procurement for facilities affected by legislation, shifts in workload, local prescribing habits, or changes in patient demographics.
Optimizing of Resources:
Serves as VA representative and resource person for information related to the NDA, NDF, and Prime Vendor databases and initiatives.
Maintains and applies knowledge of current activities in health care management, the pharmacy industry, and the VA health care system with regard to drug accountability.
Discusses interpretation of data with local, regional, and national VA managers to assure proper understanding and use of analyses and reports.
Collaborates with internal and external stakeholders (e.g. CDC, GAO, 0MB, Congress and other federal and non-federal agencies) to optimize the availability and efficient use of resources and services for Veterans.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education:
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-14 Pharmacist National Program Manager
Experience: In addition to the basic requirements, you must have 1 year of experience equivalent to the next lower grade level (GS-13) such as: provides professional management analysis and consultations to VHA offices, network and facility management concerning planning and coordination on drug accountability, pricing, formulary management and pharmaceutical outcomes and demonstrate the following Knowledge, Skills, and Abilities (KSAs):
1. Skill in persuading others and gaining cooperation to accomplish goals.
2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
3. Skill in utilizing regulatory and quality standards to develop and implement operational programs.
4. Skill in managing multiple and diverse people or programs.
5. Skill in utilizing available resources to support the mission and goals of the organization.
6. Ability to plan, organize and direct the functions of the pharmacy staff.
Preferred Experience: Experience specific to PBM-Formulary activities.
