Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. Major Duties As a Management and Program Analyst your major duties and responsibilities include: Serving as a Contracting Officer Representative (COR), with a FAC-COR certification of Level 2, and developing specifications for contracts. Analyzing organizational priorities and supporting administrative and programmatic aspects for a significant agency component. Identifying and implementing efficiency improvements by analyzing and automating manual processes. Translating business requirements into functional requirements using a structured process. Developing business processes, guidelines, standards and training for system developments/enhancements and data management. Providing comprehensive purchasing, procurement, and contract administration. Servicing as a Contracting Officer Representative (COR) and developing specifications for contracts, drafting and/or reviewing contract proposals and agreements. Advising management and staff on contracting and procurement policies and issues. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.

QUALIFICATION REQUIREMENTS: 1. Selective Factor: To meet the minimum qualification requirements, you must possess at least one of the following current certifications and provide the required documentation for verification of the current certification by the closing date of this announcement. All applicants must have a current/active Federal Acquisition Certification for Contracting Representative that is at least a Level II. As verification that you meet this selective factor requirement, you MUST provide BOTH a copy of your current FAC-COR certification showing Level II AND a copy of your Continuous Learning Individual Progress (CLIP) Dashboard from Federal Acquisition Institute (FAI) Cornerstone OnDemand (CSOD) as part of your online application package by the closing date of the announcement. In addition to the above mandatory selective factor, to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis: 1. Leading a team, workgroup or project evaluating federal contract management and administration operations, processes, or procedures to increase the efficiency, effectiveness, or productivity. OR 2. Utilizing quantitative and/or qualitative methods to gather data, evaluate, and recommend improvements for federal contract, acquisition, or procurement management, programs and operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. BUSINESS PROCESS REENGINEERING - Utilizes methods, metrics, tools, and techniques to analyze and design workflows and business processes within an organization to improve outcomes, customer service, decrease operating costs, increase efficiency and effectiveness of operations, etc. CONTRACT MANAGEMENT - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
