This position with the Alaska Region, Regional Office in Juneau, Alaska. Incumbent serves as the Manager and is the primary contact and liaison in the areas of responsibility, including but not limited to, human resources, information technology, acquisitions, meeting management and writing and editing. Duties

Serves as an agency expert by providing program and analytical support planning and managing a full range of administrative activities. Areas of responsibility include, but are not limited to: human resources, contracts, procurement, meeting management, computer assistance, web development, 508 compliance, records management, and correspondence. Provides authoritative advice and consultation to senior leaders and customers. Recommends new approaches and alternatives to address current or anticipated problems related to effective utilization of financial, logistical and workforce management. Negotiates acceptable agreements to resolve conflicts and controversial disputes. Provides leadership in formulating methods for achieving results through cooperative efforts to include long-range planning on administrative management issues. Consults with appropriate agencies and offices to make recommendations on a myriad of administrative matters. Studies new and proposed legislation and regulations to determine impact on programs. Performs supervisory duties 20% of the time

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as performing two or more of the following: Keep management informed of new or revised administrative policies, regulations, and procedures and ensured administrative support staff are appropriately trained; Advise unit leadership team and staff in support of the administration of the unit budget; Develop administrative plans and procedures to manage and assess the impact of new and on-going guidance as they apply to unit programs; OR Review guidance and other program requirements to ensure there is accountability and reporting systems to address the specific needs. For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as performing two or more of the following: Provide assistance to leadership and staffing support on all program and administrative issues; Evaluate assignments concerned with the administrative and operational aspects of the program and organization; OR Improve administrative program efficiency and effectiveness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Education

There is no substitution of education for specialized experience.
