Duties
This Supervisory Executive Advisor position is located in Requirements and Capabilities Analysis (RCA), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Leads high level special projects, policy studies, initiatives, and change efforts of a special and sensitive nature.
Analyzes and interprets policies, procedures, and precedents, and develops a range of alternatives for consideration on behalf of the AA/DAA that address highly complex issues.
Directs and coordinates the efforts of other professionals in multidisciplinary studies of extraordinary importance to the AA/DAA and for TSA as an agency.
Oversees and integrates planning efforts to accomplish various phases of project requirements concurrently or sequentially. Variables considered often cross disciplinary lines requiring effectiveness in strategic planning and the ability to define objectives, develop innovative approaches, provide oversight and communicate roles and team expectations and requirements effectively.
Serves as liaison for the AA/DAA with counterparts within TSA, as well as DHS and other intergovernmental committees and working groups. Attends meetings, conferences, and high level briefings on behalf of the AA/DAA and briefs leadership regarding significant results and developments.
Makes presentations to the AA/DAA and provides recommendations that serve as a definitive basis for major policy changes or rule makings affecting key TSA strategic programs and operations.
Serves as an authoritative source of information to the AA/DAA on proposals that impact broad programs and organizations.
Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
- Planning, directing, and carrying out long-range and highly complex policy studies, projects, or program analyses that address broad organizational issues that significantly impact key strategic objectives and operations.
- Providing advice to management on developing and revising strategies, policies, and directives for operations throughout the agency/department.
- Establishing individual and organizational performance measures that ensures accountability, evaluation and continuous improvement.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
