This developmental position, located in Fiscal Service at VA Connecticut Healthcare System (VACHS), composes a career ladder structure to the full performance level of Management and Program Analyst, GS-0343-11, PD #689-03682-0. The primary purpose of this position is to provide support to the VA Connecticut Finance and Budget team and serve as the subject matter expert for all things related to Payroll. This is a full time position 40 hours per week.
Duties
MAJOR DUTIES for Fiscal Service, VHA Connecticut Healthcare System:
The employee serves in a developmental capacity at the GS-09 level. Key functions will be similar to those described at the full performance level of the target position. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level.
Supervises payroll staff. Provides technical support and advice and administrative supervision to a unit of 6 Civilian Pay Technicians 0544 GS-06 on software applications and programming requirements (i.e: ACRS, PAID & OLDE, VATAS, DCPS) to, employees throughout VA CT Healthcare System. The incumbent oversees the daily operations of the Payroll staff and ensures policies and priorities are being followed; develops performance standards and evaluates the work performance of subordinates.
analyzes, and summarizes financial data under conditions of time pressure and uncertainty due to; short and rapidly changing, and conflicting, program and financial deadlines and objectives; lack of predictive data; etc. Analyzes extracts, summarizes, and identifies significant trends and issues. Performs bi-weekly, annual, and multi-year fiscal planning and analysis for complex substantive program objectives, work plans, staffing needs, funding requirements, etc. are unstable and subject to continuing changes throughout the year. Programs are funded through many separate sources, Forecasts and estimates program requirements. Conducts regular program surveys and audits. Prepares programmatic reports, justifications, statistical and narrative data.
Reviews and interprets new and established directives, instructions, regulations, etc. and delegations of authority for potential impact on program objectives, management operations, operating policies, work operations, funding requirements, and progress. Assures program goals, objectives, and operations are realistic in relation to financial plans and regulatory requirements. Establishes internal instructions, operating policies, procedures, guidelines, etc. concerning assigned program(s) and recommends required changes and adjustments to assure proper and adequate accomplishment of program goals and objectives.
Develops, maintains, and monitors integrated system(s) affecting programs with interrelated functions and operations. Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, resource utilization, management controls, information, and documentation systems, and/or similar functions of management as assigned.
Work Schedule: Monday-Friday; 08:00 am- 04:30 pm

Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
GS-09 position you must have served 52 weeks at the GS-07.
GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. This position is a trainee position leading to the full performance level of Program Analyst (MCAA), GS-0343-11. The primary purpose of this position is to serve as an entry-level Program Analyst (MCAA) in the VISN's Consolidated MCAA Unit. The incumbent is given a variety of developmental assignments and will gradually assume all the duties and responsibilities of those described in the full performance position description for the Program Analyst (MCAA). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's Degree or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of progressively higher level graduate education leading to a Master's degree or equivalent.
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. MCA experience is preferred, but not required. Examples of specialized experience would typically include, but are not limited to: Performs system tests, presents oral and written presentations, develops audits of the resulting output for evaluation, provides technical expertise and advice on MCAA Program requirements, prepares periodic reports on MCAA productivity and efficiency. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree (such as an LL.M, if related) . OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 2 full years of progressively higher level graduate education leading to a Master's degree or equivalent.
