This position is located in the Health Resources and Services Administration, Health Systems Bureau, Office of the Associate Administrator, Executive Office. The duty location is in Rockville, MD.

Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Supervisory Management and Program Analyst you perform the full range of supervisory duties and responsibilities.
Your major duties and responsibilities include:
Developing and implementing administrative and financial policies and procedures.
Maintaining current information on the status of program and operational funds to identify actual or potential problems areas, trends, deficiency situations or similar factors that could impact the effective management control of these funds.
Advising the Budget Team on expenditures that could impact the Bureau's Operating Budget.
Assisting Division leadership in the development and formulation of program budget.
Serving as an advisor to the Executive Officer and management in all matters pertaining to the formulation of budgets and all supporting activities.
Performing a wide range of duties to support the procurement of supplies, property, and services.
Serving as back up contact with Office of Acquisition Management & Policy procurement office.
Analyzing support processes and provides guidance for administering procurements that require varying approaches, such as formulating a more efficient way of performing cost analyses and soliciting bids.

Requirements
- U. S. Citizenship is required.
- All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-14: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
1. Leading work groups or initiatives in business process reengineering to evaluate and refine procurement administrative functions.
AND
2. Providing expert advice to senior level officials on establishing and refining federal budget execution to align with strategic programmatic objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

CONTRACTING/PROCUREMENT - Knowledge of various types of contracts, techniques, or requirements (for example, FAR) for contracting or procurement, and contract negotiation and administration.
BUSINESS PROCESS REENGINEERING - Utilizes methods, metrics, tools, and techniques to analyze and design workflows and business processes within an organization to improve outcomes, customer service, decrease operating costs, increase efficiency and effectiveness of operations, etc.
