The position is in the Office of Human Resources (OHR) - Performance Management Division with the incumbent working under the direction of the Associate Director of Performance Management. The position is responsible for managing a performance management program that assist management to improve organizational effectiveness. Incumbent is responsible for all aspects of the performance management program that includes assisting management officials with planning work and setting expectations.
Duties

As a HR Specialist (Performance) GS-0201-13, your typical work assignments may include:
Working with management officials and employees in setting performance expectations and goals for groups and individuals to channel their efforts toward achieving organizational objectives.
Providing expert advisory, consultative, and technical services to managing officials on the performance management program.
Advising HR management on and develops solutions to improve especially complex difficult problems of program improvement.
Participating in the development and/or update of HR office policy and procedural guidance to include conducting research in various technical areas, keeping abreast of legislative changes, and review and comment on various guidance prepared by the Office of Human Resources staff related to performance management.

To qualify for this position, you must meet the following requirements:
In order to qualify for the GS-13 grade level, applicants must possess at least one year of specialized experience (52 weeks) performing at the next lower grade level (GS-12).
Specialized experience for this position includes: 1) managing a performance management program that includes assisting management officials with planning work and setting expectations, continually monitoring performance, developing the capacity to perform, periodically rating performance in a summary fashion, and rewarding good performance; 2) managing and coordinating agency-wide efforts to ensure that agencywide PM initiatives are focused and aligned on improving operational and program efficiencies and effectiveness to support ongoing strategic imperatives; and 3) researching and developing appropriate agency-wide performance management training. TIME-IN-GRADE REQUIREMENTS
Applicants must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-13 grade level or equivalent grade level of federal service is required to qualify for the GS-14 grade level.
