Introduction: This position is located in the Specialty Programs Department (SPD) within the Veterans Family Member Program (VFMP) Directorate within the Office of Integrated Veteran Care (IVC). The incumbent is responsible for collaborating with subject matter experts on the assessment of risks and development and maintenance of SOPs.

Duties

Major duties include (but are not limited to) the following: Serves as a policy program analyst with responsibility to develop, disseminate, interpret, monitor and enforce policy for Internal Control program matters. Reviews and evaluates a broad range of information and data regarding operational activities to identify trends, patterns and opportunities for program enhancement. Develops performance measures and monitors procedures and systems for establishing, operating, and assessing the effectiveness of assigned programs. Collaborates with subject matter experts in the assigned department to assess risks on a regularly scheduled, recurring basis, as well as conducts risk assessments on an ad hoc basis when procedures are changed. Meets the needs of customers while supporting VA missions by consistently communicating and treating customers in a courteous, tactful, and respectful manner. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full-Time, Monday - Friday, between 6:00 am - 4:30 pm Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. To be minimally qualified for this position at the GS-11 level, you must meet 4 of the 7 experiences listed below. Specialized experience is: Analyzes and measures the effectiveness, efficiency and productivity of administrative and technical programs using knowledge of qualitative and quantitative techniques. Performs the full range of financial healthcare support functions and operations to include care coordination, claims adjudication and reimbursement, risk assessments, internal controls, and financial reporting. Manages unprecedented and emergent issues stemming from unfamiliarity and scope of legislative changes or policy revisions impacting national business operations with the potential for direct effects on a large population of veterans. Plans and organizes diverse work activities with conflicting deadlines and priorities. Establishes and maintains effective working relationships with a broad range of people that espouse divergent viewpoints and conflicting priorities. Prepares a wide variety of written products such as reports, memoranda, program recommendations, reprogramming justifications, etc. Negotiates with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in procedures, or may otherwise be difficult. OR, Education GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination GS-11: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's degree. Successfully completed graduate education and specialized experience must be directly related to the work of the Program Analyst position to meet the experience requirements for the GS-11 level. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. To be minimally qualified for this position at the GS-09 level, you must meet 3 of the 5 experiences listed below. Specialized experience is: 1) Applies analytical and evaluative techniques to the identification, consideration, and resolution of issues of a procedural or factual nature. 2) Observes work in progress to identify and resolves problems in workflow, work methods and procedures, task distribution, overall workload, forms and record keeping, span of control and organizational structure. 3) Prepares a wide variety of written products such as reports, memoranda, program recommendations, reprogramming justifications, etc. 4) Establishes and maintains effective working relationships with a broad range of people that espouse divergent viewpoints and conflicting priorities. 5) Assists in the performance of financial healthcare support functions and operations such as care coordination, claims adjudication and reimbursement, risk assessments, internal controls, and financial reporting. OR, Education GS-09: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 Full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination GS 09: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree. Equivalent combinations of successfully completed graduate education and specialized experience must be directly related to the work of the Program Analyst position to meet the experience requirements for the GS-09 level. You will be rated on the following Competencies for this position: CommunicationsPlanning and EvaluatingStrategic Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
