This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Philadelphia VA Medical Center, Finance Service and reports to the Assistant Finance Officer. This position performs financial duties in the areas of consult and authorization management and claims review to ensure there is proper coordination and monitor budget execution and ensure accurate reporting of relevant data.
Duties
Duties for this position include but are not limited to:
Balances and reconciles reports, statements, summaries, and trial balances with supporting accounting data on daily/weekly/monthly/yearly basis constituting a complete reconciliation.
Initiates corrective action to reconcile records. Receives and reviews a wide variety of obligation documents to include purchase orders, contracts, travel orders and similar documents for obligation against appropriated funds.
Reviews documents accuracy and regulatory compliance to ensure they are authorized in accordance with regulations, charged to the applicable appropriation and that funds are available to cover obligation.
Obligates documents and summarizes the information and enters data into the appropriate automated system.
Reconciles and reviews all transaction accounting classifications to ensure they were input properly into the various accounting systems.
Verifies input to computer to close accounts and provide financial statements by abstracting data from a variety of source documents.
Analyzes information from these sources to determine its impact on the report as this reflects in various accounts.
Submits required reports after verifying data on printouts.
Receives, controls, validates, records, and applies accounting treatment throughout the accounting cycle.
Maintains a marked up open record listing for assigned organizations for use in validating data entry accuracy.
Analyzes, codes, and processes all types of accounting transactions involving various types of funds ensuring the accuracy and completeness of information provided in accordance with regulatory requirements
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviewing funding documents to ensure account codes and dollar amounts are correct in compliance with government procedures and regulations; ability to reconcile accounts and be the subject matter expert to explain undelivered orders to the finance department and knowledge of the entire authorizations, claims, and payment process to perform the duties of the position; research financial and authorization data to determine where funds can be reallocated to other areas to pay claims.

Physical Requirements: Personal contacts are with employees in the agency, both inside and outside the immediate organization. People contacted are often in management support positions such as in budget offices, personnel, and electronic data processing.
