Duties
As a/an Management and Program Analyst, you will:
Perform special tasks involving issues relating to policy development and management of CPD programs.
Coordinate the development of the Assistant Secretary's position on various issues within and outside the immediate office.
Work with high level officials to ensure that Secretarial initiatives and priorities are met and carried out.
Analyze new or proposed legislation or regulations relating to CPDs program to determine impact on program operations and management.
Prepare briefing materials and talking papers for the Assistant Secretary, General Deputy Assistant Secretary and Deputy Assistant Secretaries in preparation for upcoming appearances and speeches.
Develop and communicates policy as it relates to the nation-wide implementation of CPD grant and capacity building programs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Developing or directing and providing technical guidance on special projects; AND
- Developing new or revised policies, procedures, standards, or regulations related to grant programs; AND
- Analyzing and resolving audit findings; AND
- Communicating and presenting analyses in writing or orally to management.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
