You will serve as the Chief of Staff to the Deputy Inspector General for Audit (DIGA) and assist the DIGA on sensitive issues and critical matters pertaining to policies, priorities, and program direction. This position allows the DIGA and other Office of Audit (OA) senior executives to focus on program delivery by coordinating and delivering efficient and effective program initiatives.
Duties
As a Management and Program Analyst (Chief of Staff), you will:
- Be responsible for multiple strategic and tactical projects and key program initiatives within the Office of Audit; the projects routinely require coordination and partnership with the various OA units, other TIGTA functional offices, the Departmental Offices, TIGTA's contract administrative services provider, and other Inspector General offices. Ensures the Office of Audit's position (e.g., mission, goals, objectives) is clearly represented in TIGTA-wide projects and or policies, such as the TIGTA Strategic Plan, the Semiannual Report to Congress, Congressional testimony, and TIGTA budget initiatives. Assists the DIGA in providing day-to-day oversight to the organization in delivering efficient and effective programs.
- Plan and conduct complex studies and policy reviews, and resolve relevant policy, procedural, budget, and organizational functions involving controversial issues.
- Develop policies and management control systems to improve interrelated business processes and program efficiency.
- Participate with and advise the DIGA in developing and implementing policies and programs based on Office goals and objectives and applicable regulations and professional standards.
- Remain current with issues, trends, and technology improvements involving general government operations, government audits, the overall economy, and tax administration and advises the DIGA how these issues and trends may impact the Office of Audit's programs and goals.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Leading information management and/or analytics projects relevant to organization goals and operational objectives from start to completion by managing the scope, schedule, cost, and risk to ensure proper monitoring, milestone achievement, and project success; AND
- Researching, analyzing, and evaluating information, drawing conclusions, and devising innovative solutions; AND
- Developing, prioritizing, and delivering improvement projects using strategic planning tools, business goals, directives, and risk analysis results; AND
- Advising senior leadership and diverse stakeholders on relevant methods, tools, and products to facilitate effective oversight of strategic business goals.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
