This position is located in the Pentagon Police Division, Hazardous Device Branch. The Hazardous Device Branch, is responsible for executing Hazardous Device Branch, missions on the Pentagon Reservation and/or within Pentagon Force Protection Agency (PFPA) mission.
Duties
Incumbent typical work assignments may include the following:
Rendering safe and/or removal of suspected Improvised Explosive Devices (IEDs), incendiary devices, explosives, explosive chemicals (as defined by Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF)), pyrotechnics, and ammunition.
Performing proper and safe transportation, disposal, and/or storage of known or suspected explosive devices/ material.
Developing Agency-wide and Pentagon Facilities specific emergency response plans for bomb threats, actual improvised explosive devices, and bombing crime scenes.
Providing technical assistance and expert advice in support of investigations involving criminal violations of Federal explosives and arson laws.
Developing bomb threat awareness and safety programs for potentially affected personnel, particularly the Pentagon Facilities workforce.
It is highly desirable that the applicant is a graduate of the Federal Bureau of Investigation Hazardous Devices School; AND the applicant has a minimum of 3 years of experience as a full-time, salaried, sworn employee of a public safety agency.
CONDITIONS OF EMPLOYMENT:
The employee assigned to this position is designated as a MISSION ESSENTIAL EMPLOYEE. Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations(e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor.
This position requires the employee to take and pass annual PFPA medical and physical fitness examinations; to carry and qualify with PFPA service issued firearms twice a year; to wear personal protective equipment, i.e., ballistic vest, etc.; and to pass all designated PFPA certification programs. He or she must have the capacity to perform the essential functions of the position without risk to themselves or others.
The following medical requirements apply to all employees: good near and distant vision, ability to distinguish basic colors,emotional and mental stability, and the ability to hear the conversational voice. In addition, the position requires common physical characteristics and abilities in agility, dexterity, and strength to endure regular and recurring physical exertion such as long periods of standing, walking, driving, bending,stooping, carrying, or moving heavy or unwieldy objects over 50 pounds, running, climbing,crouching, crawling and kneeling during pursuit possibly in restricted, dark and hot or cold spaces, or defending oneself or others against possible exposure to explosives, chemicals, or other weapons of mass destruction.
As an Explosives Investigator representing PFPA, it is essential that the employee present a professional and competent image, providing appropriate responses, as well as maintain clean and neat attire, and a well-groomed, tidy appearance.
The employee must work in all weather conditions, unpredictable terrain, with long periods of standing, walking long distances, carrying moderately heavy objects, climbing multiple flights of stairs, and crouching, all while wearing up to and including a bomb suit and Occupational Safety and Health Administration Level A suit with Self Contained Breathing Apparatus.
This position is identified as a covered position under the PFPA Civilian Mobility Program, Regulation 1400.24, effective September 28, 2015.This position requires that the candidate must sign a mobility agreement as a condition of employment. PFPA may relocate covered positions and covered employees in permanent changes of duty statement between PFPA duty locations in the National Capital Region; Raven Rock Mountain Complex (Adams County, Pennsylvania); Glynco, Georgia; Harrisburg, Pennsylvania or Baltimore, Maryland and potentially other locations to improve mission effectiveness or enhance individual career progression.

- The employee must satisfactorily complete job related training and meet physical health standards required for certain courses.
- Retention in this position is contingent upon the successful completion and passing of all agency-trained requirements to include recertification or re-qualification courses.
- The employee will be required to obtain and maintain training required for Federal Law Enforcement Officers.
- Position may be authorized for the Domicile-to-Duty Transportation Program. Domicile-to-Duty mileage is limited to operators living within 50 driving miles, one way, of their duty location.
- Lautenberg Amendment: This position shall require the employee to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g)(9))

You may qualify at the GS-9 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-7 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:
Responding to emergency incidents involving explosives and hazardous materials;
Assisting to compile information from a variety of technical resources; and,
Assisting senior technicians to conduct investigations and inspections.

Education: Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 36) by 18. Add the two percentages.

Analyzing data from different sources when assessing explosives and criminal incidents;
Conducting explosive sweeps and searches for prevention and detection of explosive hazards; and,
Responding and mitigating emergencies involving hazardous device.

Education: Have a Ph.D. or equivalent doctoral degree; OR 3 years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Performing investigations on suspected hazardous materials;
Performing removal operations of suspected Improvised Explosives Devices (IEDs) and other hazardous devices; and
Rendering safe procedures for suspected hazardous materials and improvised explosive devices

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
