This position will be assigned to the Air Force Service Center at Port San Antonio, TX. This is a regular full-time category position with guaranteed 40 hours per week. Employees appointed to a regular category position are eligible for benefits.

Duties

Responsible for the design, development, installation, test, implementation, modification, documentation, operations, and management of the organization's networks. Performs in depth analysis: this involves determining a need or responding to a stated need, identifying and evaluating available network hardware, configuration, and monitoring, other network or contractor personnel in performance of test, implementation, modification, documentation and follow on maintenance. Serves as a Senior Technical expert/planner performing analysis of network systems to meet network projects. Technical advisor to management on all aspects of the sustainment of the network and future solutions. Performs feasibility studies, which involve evaluating proposals regarding modification or replacement of current network software and/or hardware and development and/or acquisition of new technology. Provides advice on security policies, ensuring the DoD security requirements are adhered to. As an IT expert, provides consultation and instruction. Advises functional area users and team members. Responsible for IT problem management methods, practices, develops new /innovative customer support methods and technologies. Plans, implements, and manages problem management systems designed to effectively recognize, report, track and resolve problems. Evaluates the feasibility of adapting new methods to enhance customer satisfaction. Applies and develops IT policy and planning concepts and practices. Advises and leads team on performance management, measurement methods, tools, interrelationships of multiple IT disciplines, project management methods, and enterprise IT modernization plans. Complies with and ensures compliance with security policies and procedures. Accountable for optimum use of resources in support of organizational and mission goals. Requirements

  • This position requires the incumbent to complete a background investigation with favorable results.
  • This position requires the incumbent to obtain and maintain an IA certification IAW DoD 8140.03 within six months from date of hire. A waiver of these requirements may be granted per DoDM 8140.03, 4.2.C.2, not to exceed 6 months.
  • This position includes information assurance (IA) work as a paramount duty requirement.

You will receive credit for all qualifying experience, including volunteer experience. Qualifying Experience: Must have experience with a high level of network systems (LAN/WAN) design principles, methodologies and approaches used in developing, testing, installing, operating, managing and maintaining network services supporting functional requirements. Proven experience with the network architecture, interrelationships, operating modes, configuration, topology and protocols. Proven experience with complex configuration management techniques and requirements appropriate to managing large network systems. Experience with gathering facts and using complex and effective analytical and evaluative methods to access information, plan the sequence of actions necessary, make sound decisions, and solve a variety of complex network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. Needs to have and maintain at a minimum a professional network certification that validates the ability to plan, implement, verify and troubleshoot local and wide-area enterprise networks and work collaboratively with specialists on advanced security, voice, wireless and video solutions. Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill in applying network design principles and concepts, network architecture principles and concepts, network protocols; remote access technology concepts, network operation and maintenance concepts and methods, network management tools, configuration management concepts and practices; network topology concepts; network optimization techniques; and acquisition management policies. Skill in establishing connectivity between remote sites, creating network maps, troubleshooting network problems (outages), developing and implementing configuration management plans for complex LANs/WANs. Skill in configuring switches and routers, monitoring network performance, performing network diagnostics, analyzing network traffic patterns, installing network software fixes and upgrades. **NOTE: Those qualified applicants who meet both the minimum qualification requirement(s) and highly preferred criteria(s) will be considered best qualified for this position and will be referred to the selecting official(s) first for consideration.
