The primary purpose of this position is to lead a team which performs assessments of systems and networks and reports on effectiveness of defense-in-depth architecture against vulnerabilities and compliance with published standards. Organizational location of this position is: 346th Test Squadron (346 TS), 318th Cyberspace Operations Group (318 COG), 67th Cyberspace Wing (67 CW), JBSA-Lackland/Kelly, TX.

Duties

DUTY 1 - Leads a technical team conducting cybersecurity assessments of automated information systems and software associated with command and control and weapon systems. DUTY 2 - Provides computer security reports to senior leaders of MAJCOM, 16 AF, NSA, DoD, Designated Approval Authorities, other joint agencies, and acquisition agents. DUTY 3 - Performs security investigations and evaluations of complex network and telecommunications equipment or software.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.

  • Bachelor of Science degree in a technical field such as computer security or system technology is preferred, but extensive equivalent experience may be substituted.
  • Employee may be required to take and pass a polygraph examination.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Incumbent must be able to express thoughts, ideas, and concepts in a straightforward and concise manner, both orally and in writing.
  • Excellent command of the English language and knowledge of peculiar EMSEC terminology are essential qualifications for this position.
  • Incumbent may be required to make presentations reflecting squadron and 67 CW positions based on personal knowledge, experience, and judgment
  • IA Certification is condition of employment. Position includes IA work as a paramount duty requirement. Per DoD 8570.01-M, incumbent of this position must achieve the appropriate IA certification within 6 months of assignment of duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the education and/or experience requirements described below. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of IT systems, principles, methodologies, and approaches used in operating, managing, and maintaining cyber security measures in support of the organization. Knowledge of methods, techniques, and processes for the integration and optimization of system components, infrastructure requirements, and test and evaluation methods sufficient to install and operate large and complex IT security programs and provide technical guidance to others in designing, testing, operating, and maintaining programs.. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of computer networking concepts and protocols, and network security methodologies; cybersecurity and privacy principles; cyber threats and vulnerabilities; specific operational impacts of cybersecurity lapses; application vulnerabilities; host/network access control mechanisms; different classes of attacks; cyber attackers; cyber attack stages; ethical hacking and techniques; and penetration testing principles, tools, and techniques. 2. Knowledge of technologies such as COMSEC, COMPUSEC, EMSEC, and OPSEC, computer systems, digital communications systems, network protocols, computer architectures, and computer security penetration tools and techniques. 3. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. 4. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in information protection. 5. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. 6. Skill in developing new or modified work methods, processes, or information protection procedures. 7. Skill in assessing the robustness of security systems and designs; mimicking threat behaviors; the use of penetration testing tools and techniques; using network analysis tools to identify vulnerabilities; conducting packet-level analysis; conducting application vulnerability assessments; and performing impact/risk assessments. Ability to develop and articulate technical direction and approaches to formulating interoperability plans, implementation plans, and contingency plans involving communications and connectivity between major command and control systems. 8. Ability to conduct vulnerability scans and recognize vulnerabilities in systems; and to interpret the information collected by network tools. 9. Ability to discuss and present program objectives, managerial tasks, and technical information verbally and in writing to management and professional personnel at all levels within DoD and other government agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
