This position serves as a Voluntary Service Specialist, GS-0301-11, with the Huntington Health Care System. They are responsible for the day to day activities of the Voluntary Service program and assisting with various support activities for the Public Affairs and Community Outreach programs or special events. The incumbent will also be responsible for coordinating the day-to-day activities of the Voluntary Services program at the outpatient clinics throughout the area.
Duties
The Voluntary Service Specialist, GS-0301-11, plans, supervises and evaluates the entire Voluntary Services program including assignments outside of the medical center and in a variety of special medical program areas. They direct the recruitment, screening, selection, assignment, and if necessary, dismissal of all regularly scheduled volunteers at the medical center and outpatient clinics. Duties for the position include but not limited to:
Coordinate the placement of volunteers in all service areas of the medical center, outpatient clinics and special treatment programs
Oversee various retention and recognition programs for volunteer participants
Assure volunteers are processed and files are maintained based on Joint Commission standards
Assure proper training of volunteers to include new volunteer orientation and annual training
Assure volunteer position description and associated competencies are accurate and volunteers are knowledgeable of duties
Track all volunteer training to maintain computer access required by their position
Directs agenda preparation for advisory committee meetings and subcommittees
Directs establishment of special committees with attention to special patient, volunteer and medical center needs
Serves as Deputy Chairperson of the VA Voluntary Service committee
Writes and supervises the preparation of all statistical and narrative reports required for management and VA Headquarters about the Voluntary Service program
Devises and implements special unusual volunteer placement opportunities consistent with the needs of the specialized treatment programs
Keep accurate records and balances for the General Post Fund Accounts (GPF) and the Volunteer Meal Account under the guidance of the Service Chief and/or Program Manager
Place orders for items needed through an IFCAP request or by using a government Visa card for approval by the Service Chief and/or Program Manager
Responsible for reconciling all credit card orders, GPF accounts and Volunteer Meal accounts
Monitor the gift and donation program, keeping track of all donations and making requests of the appropriate sources for additional support as needed
Organize, publicize, coordinate, and provide consultation on a variety of special programs at the medical center and outpatient clinics
Prepare and submit support information about the medical center and/or outpatient clinics for news releases, employee newsletter, patient newsletter, and other communication resources
Provide and conduct tours of the medical center for visiting dignitaries, other healthcare professionals, students, and community groups
Provide office and/or program coverage at other medical centers and outpatient clinics throughout the VAMHCS as needed to support the Voluntary Service and Public Affairs program at each facility

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience, education, or combination of experience and education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinate day to day activities of a voluntary service program; plan, supervise and evaluate voluntary service program; recruitment, screening, and selection of volunteers; assignment of volunteers in service areas and/or programs; agenda preparation and establishment of special committees; preparation of statistical and narrative reports; maintain and reconcile account records and balances; place orders for items via request or using a government credit card; monitor and track gift and donation program; prepare and submit support information for news releases, newsletters and other communication resources. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 3 full years of progressively higher-level graduate education leading to such a degree or possess a LL.M. (if related). This education must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary in part involving writing at a desk, working at a computer terminal, conferring with others and attending conferences, meetings, and interviews. Considerable standing and walking throughout the medical center and the grounds is required. The lifting and moving of supplies, donated items, and patient materials is also required for the job. Driving or riding in a vehicle is also required on a routine basis to provide guidance and orientations at the outpatient clinics, and to attend outside meetings, interviews and special events. Must attend lengthy meetings, both during and after regular scheduled work hours. The incumbent is responsible for providing tours of the facility. This involves a great deal of walking throughout the medical center. In addition, the incumbent travels to numerous conventions, health fairs and conferences to promote the medical center. This involves carrying, lifting, and erecting bulky display panels. Travel to other VAMCHS facilities is also required on a regular basis for meetings, office coverage and education.
