This recruitment is for 1 position with VHA Regional Procurement Office East, Network Contracting Office (NCO) 7 located: Augusta, Georgia, Birmingham, Alabama, Charleston, South Carolina, Dublin, Georgia, Duluth, Georgia, Montgomery, Alabama, Tucker, Georgia, Tuscaloosa, Alabama, and Tuskegee, Alabama. This position provides highly technical support by providing a variety of services In such areas as program analyst&, coordination with clinical end administrative programs, computer systems liaison, and training. The NCO provides contracting services for the Medical Centers located throughout the geographic area covered by the pertinent Veterans Integrated Service Network (VISN) or Program Area. The Incumbent will provide Initial and continuing education to the current contracting staff; provide training In the utilization of the Electronic Contract Writing Management System (eCMS), IFCAP, FPDS and other related acquisition software applications, as well as training In emerging contracting technologies. The Incumbent participates In national workgroups to test various acquisition process and software functions. The incumbent provides continuous business oversight for a variety of acquisition software programs Integral to the overall administration and operations of the business and recommends programmatic changes on a national level. Incumbent will serve as a subject matter expert for all acquisition software applications and provide assistance to contracting staff as needed to utilize this software.
Incumbent Is responsible for orientation of new employees to NCA software applications, databases and functions. Incumbent will also be the point of contact for all questions from existing staff regarding software applications, databases, and functions. Incumbent will develop expert knowledge In eCMS, FPDS, PPIRS, IFCAP, as well 86 future acquisition related applications, and be a resource for addressing questions and training needs for the NCO. Training will frequently be provided on an individual basis, but will also be provided to groups. Provides training to new us8's of automated systems used by the NCA staff.
Performs long term planning, establishes annual training programs, and reviews and evaluates training development, and evaluates contracting staff. Plans, integrates, and schedules training program, sets priorities, and furnishes advice and assistance as required to resolve problems and ensure efficiency of training operations. Ensures operation of an effective system of Internal controls by periodically reviewing Internal control measures and initiating needed revisions on al least an annual basis. Defines training procedures, researches and develops training programs, and makes recommendations to ensure training support IS effective and efficient. Keeps management apprised of status and quality of training programs and researches and recommends more effective end efficient training processes. As a technical authority, formulates. coordinates and secures approval for complex and controversial training products. Evaluates the impact of training products on Network resources.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Retrieve, interpret, analyze, and make recommendations based on information recorded from eCMS, IFCAP, ProClarity, FPDS-NG, and others. Defines training procedures, researches and develops training programs, and makes recommendations to ensure training support is effective and efficient. Ability to organize, coordinate and prioritize many simultaneous work assignments. Incumbent is the Automated Data Processing Applications Coordinator (ADPAC). Provides assistance in the management of all program resources, including budget preparation, human resources, & the acquisition of internal supplies and equipment. Develop, coordinate and compile statistical and informational data. Organizes, coordinates and prioritizes simultaneous work assignments.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
