DUTIES
Serves as the registrar for the ACSC Commandant, Dean, and in-resident faculty, staff and student body. Manages the ACSC Student Management System (SMS) and Learning Management System (LMS) to include student enrollment/registration, faculty management (including qualification tracking), grade processing, and instructional material access.
Manages ACSC special programs; to include the Commandant Speaker Series (CSS), Student Orientation Week, Opening Ceremonies (OC), and Graduation, orchestrating all levels of planning, scheduling, and execution to meet leadership intent.
Develops and manages ACSC academic schedules. Builds the course flows architecture for each academic year, weaving over 1,000 academic and administrative events over a 10-month period to produce the lay down of a daily academic student and faculty schedule.
Serves as a backup to the primary ACSC protocol specialist when primary is unavailable. Schedules, plans, directs and monitors cradle to grave requirements for the visits of senior distinguished military and civilian leaders for ACSC to support the curriculum, orientation visits, participation in conferences, and special events.
Assists in tracking budget expenditures. Assist in managing the unit's budget for faculty and student development, acquisition of curriculum textbooks and materials for all core and elective courses, copyright fees, speaker fees, furniture and supplies, equating approximately $750K annually in support of over 110 courses and over 700 faculty, staff and students.

- Position is not Centrally Managed and PCS is NOT authorized.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, and the Individual Occupational Requirements (IOR) for Professional and Scientific Support Positions, for the GS-1701, General Education and Training Series.
BASIC REQUIREMENT FOR GS-1701 POSITIONS:
I have a Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. Note: You must submit a copy of your transcripts with your application.
OR
COMBINATION OF EXPERIENCE AND EDUCATION:
I have a combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Note: You must submit a copy of your transcripts with your application.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must meet the basic education requirements for the GS-1701-12 grade level and I have at least one year of specialized experience at the GS-11 (or higher) grade level or equivalent in Federal service. Examples of such experience include comprehensive knowledge of and skill in operating learning management and student information systems. Comprehensive knowledge of protocol regulations, policies, principles, practices, and techniques, especially in the area of military ceremonies, customs, and rituals. Skill in applying this knowledge in planning, administering, and executing administrative and support requirements of ACSC program. Knowledge of the major programs, mission, and functions of the organization to provide planning, programmatic, and staff support in the execution of the command's training program and professional development program for civilian and military personnel.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of higher education principles, practices, and procedures.
2. Practical knowledge of registrar systems, methods and procedures.
3. Practical knowledge of protocol, administrative and security regulations, methods, and procedures.
4. Knowledge of accounting practices to project, monitor and document expenditures.
5. Ability to effectively communicate orally and in writing.
6. Skilled in computer use to include typing, internet research, and office automation tools and techniques to support office operations such as electronic mail use, word processing, briefing construction and delivery, spreadsheet and database use.
7. Ability to exhibit effective management and organizational skills to work independently and manage several projects simultaneously to meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
