Duties
This position is located within the United States Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of Policy and Analysis, Evaluation Branch.
If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Works as a direct support to the Lead Risk Program Analyst responsible for implementing and overseeing BSEE's ERM framework, including the processes for identifying, assessing, prioritizing, mitigating, monitoring, and reporting on key enterprise risks that could impair the Bureau's ability to achieve its mission or goals. This work includes supporting the program lead in developing and maintaining policy, procedural, and other governing documents for BSEE's ERM program; drafting decision documents, memoranda, and briefings related to ERM; reviewing and analyzing technical, complex, and sensitive program and policy correspondence, directives, decision documents, and reports.
2. Supports and maintains an accurate record-keeping system to track risks, risk drivers, risk mitigations, and trend analyses. Ensures that information is current and consistent with other relevant information tools (e.g., evaluation or risk-related tools).
3. Assists in the development of risk management training, data calls, and communications to enhance understanding, awareness, and utilization of effective risk management practices at all levels of the organization.
4. Supports the development of tools and guidance to Bureau personnel for implementation of risk management practices within their organizations/programs. Collaborates with office, division, and regional staff to promote effective governance of significant enterprise risks.
5. Serves as a highly engaged consultative partner to ensure key risks are locally identified, owned, mitigated, and monitored.
6. Plans and conducts programmatic internal control reviews and assessments to determine the effectiveness and efficiency of operations. Such reviews and assessments typically involve diverse and complicated management issues requiring extensive analyses and recommendations which directly impact BSEE policies, procedures, and work processes, and potentially Departmental policies.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the incumbent may be allowed to telework with supervisor permission.
Salary Information for Sterling, Virginia and Washington, D.C.
GS-11, Step 1: 78,592.00- GS-11, Step 10: $102,166.00 per annum.
GS-12, Step 1: $94.199.00-GS-12, Step 10: $122,459.00 per annum.
Salary Information for Jefferson, Louisiana
GS-11, Step 1: $69.107.00 - GS-11, Step 10: $89,835.00 per annum.
GS-12, Step 1: $82,830.00 - GS-12, Step 10: $107,680.00 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications
Minimum Qualification Requirements
To qualify for this position you must meet the specialized experience for the series to which you are applying.
GS-11
Education can be substituted for specialized experience at the GS-11 as outlined below
TRANSCRIPTS ARE REQUIRED.
Ph.D. or equivalent doctoral degree or
Three (3) full of progressively higher level graduate education leading to such a degree or
LL.M or JD., if related
OR
Combination of Education and Experience: Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%)=100%).
Specialized Experience for GS-11
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Participating in or leading risk identification, analysis, management, or reporting for an organization (Branch/Division/Enterprise).
2. Coordinating and performing programmatic internal control reviews and assessments in accordance with OMB Circular A-123 and the GAO Standards of Internal Controls in the Federal Government (Green Book).
Must meet all.
GS-12
Education cannot be substituted at the GS-12 level.
Specialized Experience for GS-12
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Participating in or leading risk identification, analysis, management, or reporting for an organization (Branch/Division/Enterprise).
2. Coordinating and performing programmatic internal control reviews and assessments in accordance with OMB Circular A-123 and the GAO Standards of Internal Controls in the Federal Government (Green Book).
3. Liaising with managers and program officials to ensure implementation of recommendations derived from internal studies, reviews, or evaluations.
